Purpose of the function:
To ensure effective and efficient coordination and facilitation of the planning, implementation, monitoring and reporting of the Occupied Palestinian Territory part of the SIDA funded Regional AMAL program. AMAL is a three year multi-country program implemented jointly by Oxfam GB, Oxfam Novib, Oxfam Spain and partners. The project ends on 31 January 2016. It aims to promote active participation and leadership of the most marginalised and poorest women in the MENA region in local, national and regional governance structures and decision making processes with the aim to incorporate their needs, priorities and interests in socio-economic policies and practices. The Program is implemented in the OPT, Morocco, Tunisia and Yemen.
In the OPT, the project is implemented through Oxfam Novib (lead affiliate) involving four women’s rights organisations in the West Bank and Gaza. It will focus on capacity building and strengthening of women-led organisations; raising awareness on women’s rights and participation; challenging erosion of women’s rights; and linking women activists to policy processes.
The Programme Officer reports directly to the Associate Country Director.
Main tasks of the function:
· You will coordinate the planning, implementation and monitoring of project activities, including field visits, according to the approved project proposal;
· You will oversee budget performance in line with agreed targets, milestones and deadlines in close coordination with the Financial Officer;
· You will provide technical support including capacity building to the partners in the implementation of the activities and facilitate and/or arrange for external technical support if required in close consultation with the Gender Justice Program Officer and Regional Steering Committee where required;
· You will ensure that narrative and financial reporting and other donor requirements (such as audits) are met in line with donor agreements and Oxfam Novib/Oxfam GB policies and routing procedures as advised by the Institutional Funding Officer;
· You will prepare stories or input for any other written materials for external communication on the project and communicate complex information to a wide audience;
· You will ensure that the (digital) archiving of the project activities is correctly done and maintained;
· You initiate and facilitate activities concerning knowledge & information management and exchange with program partners to strengthen the effectiveness and implementation of programmes and lessons learned.
· You will maintain sound relationships with the Regional Steering Committee at operational level and follow through guidelines and advisories issued by the Committee ;
· You will collect and present information in order to meet the donor requirements on reports, for the ON/OGB management and planning cycle and for any other demand for information
· You will coordinate and facilitate the project steering committee meetings at the country level with project partners and related stakeholders.
You have
· Completed an academic degree in development studies or related field, specialization in gender and/or Women’s studies.
· Knowledgeable about the key issues in the Israeli-Palestinian conflict with focus on women’s rights and gender justice in particular.
· Solid understanding of gender concepts and latest developments in Gender Justice policy and practice and proven experience in using different gender analysis frameworks and tools;
· Experience in organisational analysis & partnership with local civil society organizations, grant management & program development and monitoring, evaluation and learning to support development programs.
· extensive experience (at least 3 years) with donor contract management with complex coordination and reporting structures/processes
· Analytical thinking skills and abilities to influence others.
· excellent social skills and demonstrated ability to be a team player
· Excellent communication skills in English. Command of Arabic is an asset.
We offer
The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary starts at ILS 126,309 gross per annum, for a 40 hour contract.
