CARE International in Turkey is pleased to announce an opening for the position of Protection & Community Services Coordinator.
I - Job Summary:
Managed by the Program Manager and working in collaboration with technical staff, the Protection & Community Services Coordinator will be responsible for line-managing two Protection & Community Field Officers to plan and implement community activities with a focus on hygiene promotion (HP) and protection messaging and training. The Protection & Community Services Coordinator will lead the development of appropriate HP and protection messages and materials; identification of program participants, in liaison with community leaders; training, and supervising of training, of community information volunteers; and will provide supervision and support to community-based activities in urban/village settings. He/she will ensure that agreed procedures are followed and accountability mechanisms are implemented in order to ensure high quality programming and continually improve the support to refugees provided by CARE.
II - General Functions
- Design and adaptation of the information volunteers curriculum and establishment of referral pathways
- Representation of CARE Turkey in relevant coordination mechanisms
- Liaison with community leaders and community focal points
- Training of community information volunteers and supervision of training by Protection & Community Field Officers
- Reporting on community activities
- Evaluating and adjusting on-going community activities
- Coordinating with WASH and protection stakeholders for appropriate messaging
- Contributing to high quality implementation of CARE’s refugee response
III - Roles and responsibilities
Design and adaptation of the information volunteers curriculum and establishment of referral pathways: 15%
- With assistance from technical advisors, lead the development and adaption of the training curriculum for community information volunteers, ensuring that the curriculum reacts and responds to the specific needs of communities where CARE’s activities are being implemented.
- Lead the scheduling and planning of community-based hygiene promotion and protection activities, producing work plans for agreement with the Program Manager.
- Supervise, and participate in, the timely implementation of planned activities.
- Coordinate with WASH and protection working group actors to ensure that standardised messages and methodologies are presented.
- With assistance from the Program Manager and technical advisors, lead regular mapping of protection risks and services and establish appropriate referral pathways for target areas.
- Liaison with community leaders and recruitment of community information volunteers: 5%
- Lead and organise sensitisation activities to introduce CARE to community leader and community members and gain acceptance for proposed activities.
- Lead and supervise the recruitment of appropriate community information volunteers who will participate in weekly training sessions and will help to implement and lead community-based activities.
3. Training of community information volunteers and supervision of training by Protection & Community Field Officers: 60%
- Train community information volunteers to carry out hygiene promotion and protection messaging activities in accordance with agreed plans and procedures.
- Supervise and support the two Protection & Community Field Officers to train community information volunteers.
- Ensure that volunteers and staff are aware of accountability mechanisms and their role in implementing these.
- Support the volunteers and Protection & Community Field Officers to implement community activities and establish community support networks and mechanisms.
- Ensure that community information volunteers have the necessary tools and materials to support their work.
4.Reporting: 10%
- Ensure that adequate and accurate records of information on participants of activities are kept by the Protection & Community Field Officers, in liaison with community leaders and the Monitoring Evaluation Accountability & Learning (MEAL) Officer/Coordinator.
- Supervise production of regular activity reports on community activities.
- Manage relevant databases and ensure that these are kept up to date by the Protection & Community Field Officers.
- Compile monthly summary reports for the information volunteers program for submission to the Program Manager.
5. Contribute to high quality implementation of CARE’s refugee response: 10%
- Represent CARE Turkey in coordination mechanisms relevant to this role, including the Protection &Community Services Working Group and the SGBV Sub-working Group.
- With the MEAL Officer, ensure that participants are selected for activities based on agreed criteria and are registered according to procedure.
- Contribute to regular project monitoring for the refugee response.
- Assist the MEAL Officer to organize Focus Group Discussion (FGDs) with beneficiaries using the Quality & Accountability FGD Outline.
- Ensure that feedback received from community members is used to continually improve activities and that activities are meeting the needs of the communities
- Review and validate the findings of monitoring and accountability activities with the MEAL Officer and provide feedback for improving the quality of assessment and activities.
IV - Qualification and skills
Essential
- A team player
- Prior experience of working on humanitarian aid programs
- Prior experience of implementing hygiene promotion and protection activities
- Strong planning and communication skills
- Experience in motivating people to participate in events/activities
- Experience in training or in education work
- Strong report writing and documentation skills
- Spoken and written Arabic and English
- Computer skills in word processing, especially in MS Word and MS Excel are preferred
Desired
- Line management experience
- Prior experience of participating in humanitarian coordination mechanisms
- Prior experience of working with refugee populations
- Spoken Kurdish
- Spoken Turkish
V – Work conditions
Duty station: Based in Gaziantep with regular travel to field locations and travel to Șanliurfa
Contract length: Initially 2 months (September-October 2015) with possibility of extension
Field work: 40-60% (2-3 days/week)
Office work: 40-60% (2-3 days/week)
