CANADEM is seeking seasoned professionals with previous relevant experience in the field of Shelter/NFI who are available for an immediate deployment to Turkey as a seconded expert with IOM.

Background:
The Shelter NFI Cluster for the Turkey hub of the Syria Cross-Border operation estimates that roughly a quarter of the Syrian population is in need of shelter or Non-Food Item (“NFI) assistance. A critical element of the cluster strategy is to address the lack of adequate housing through rehabilitation and repair of damaged or unfinished buildings – including through self-help, recovery oriented options where feasible.
Shelter partners have already been engaging in repair and rehabilitation across Syria, and there is
therefore a solid base of experience and lessons learned from both Northern and Southern Syria.
However, interventions to date have been ad hoc, with wide variations in quality and methodology. There is agreement on the need for comprehensive technical guidance on shelter repair and rehabilitation to support the extension of this type of programming in a coherent, consistent and harmonized manner.
To support this goal, the cluster is already in the process of developing Housing, Land and Property Due Diligence Guidelines, essential as the basis for any repair or rehabilitation intervention given current uncertainties in Syria. This has been led by IOM for the cluster, in close collaboration with NRC (Chair of the HLP Sub-Cluster in the Turkey hub).
The next step is to coordinate with shelter partners to develop technical guidance for the cluster on shelter repair and reconstruction. IOM will take the lead in this process as well, in close collaboration with the cluster co-coordinators (UNHCR and Global Communities). The guidelines should facilitate partner selection of the most appropriate interventions and methodologies, providing master BoQs, key considerations and minimum requirements for shelter repair and rehabilitation interventions in the cross-border context.
Purpose of Consultancy:
The consultant will lead the drafting process of the Guidelines under the supervision of IOM´s Cross-Border Team and in close coordination with the cluster members.
Concretely, the work will involve:
(1) the production of a first draft of the Guidelines in close collaboration with the Shelter Cluster partners;
(2) the organization and facilitation of a two-day consultation workshop, inclusive of all relevant actors and stakeholders, on the draft Guidelines;
(3) the production of the final version of the Guidelines for validation and distribution.
Deliverables of the Consultancy
Two (2) interlinked yet distinct deliverables are to be completed within the scope of this consultancy:
Organisation and facilitation of a two-day consultation workshop in Gaziantep, inclusive of all relevant actors and stakeholders, on the draft Guidelines
Production of finalised Guidelines ready for dissemination
Tasks to be performed under this contract:
- Design and coordinate a plan and timetable for development of the Guidelines with IOM’s cross-border team and in coordination with Cluster partners;
- Conduct desk research and a series of structured key informant interviews to identify good practices in providing shelter in cross-border context by exploring and standardising existing practices among shelter organisations, drawing from instructive examples from the field as much as possible,
- Produce a preliminary draft of the Guidelines to be shared with all partners prior to thestakeholder workshop;
Organize a 2-day stakeholder workshop around the draft Guidelines to ensure input from the actors engaged in the Shelter Based on the outcome of the workshop, produce a final version of the Guidelines for validation and distribution.

Required experience:
- At least five years relevant technical experience in both implementation and coordination of emergency and transitional shelter programs.
- Field experience in post-disaster/post- conflict contexts, preferably with international organizations
- Excellent team work and communication skills, flexibility and good organization skills
- Excellent writing skills
