MISSION DESCRIPTION

The intervention will contribute to mitigate the impact of the migration crisis on the most vulnerable people. The most important needs identified related to health and protection will be addressed through supporting local partners to:

  • enhance their identification capacities of the most vulnerable persons
  • enhance their capacities of case management and referral towards existing services
  • create or enhance capacities to respond to specific needs and in particular mental health and psychosocial support and physical and functional rehabilitation services
  • increase inclusivity of their services for the most vulnerable persons through inclusion mainstreaming activities (analysis of barriers, information and awareness, training, coaching / technical support, etc.).

HI will base its intervention on centre based and outreach identification and services delivery as well as through community based approaches. Through a comprehensive approach, the most affected people will benefit from tailored response to their needs including case management / social support to access existing services, physical and functional rehabilitation services and mental health and psychosocial support. HI will as well mitigate the barriers faced by the refugees & migrants in their access to these services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility constraints, etc.

To achieve this goal, HI follows a twin-track approach in inclusive programming, encompassing:

  1. Persons-centred approaches: Interventions aiming at empowering individuals, families or groups in their own capacities therefore not only enabling them to access essential services in emergency settings but as well increasing their capacities to live independently and participate in their community

  2. Environment-based approaches – Inclusion Mainstreaming: Interventions aiming at supporting humanitarian actors and affected communities to address barriers to accessing humanitarian aid faced by the most vulnerable persons.

POSITION DESCRIPTION

Under the line Management of the Head of mission, the Inclusion Coordinator will be responsible for implementing the Turkey mission’s Inclusion mainstreaming strategy and the activities.

He/she will benefit from the technical support and supervision of the HQ Technical Advisor and will be responsible for:

-representing the organisation towards external actors at national level and in the field of expertise -updating and developing the Inclusion Mainstreaming strategy for TURKEY and supporting proposal writing -implementing the Inclusion Mainstreaming activities in TURKEY such as analysis of barriers to access services (especially humanitarian assistance and Turkish services) for the most vulnerable people, providing information and awareness on vulnerability, access to services, barriers, factors of exclusion, etc… through workshops, assessing partners / services inclusiveness, and depending on this draw an appropriate action plan to make their services more inclusive to the most vulnerable through awareness / information, training, coaching / technical support -implementing Inclusion Mainstreaming activities as per proposals (managing teams, ensuring the reaching of indicators and the quality of activity, etc.) as per evolution of funding of these activities -monitoring the level of inclusivity of other HI’s projects in TURKEY and supporting other projects teams to ensure their services are inclusive -ensuring technical coherence (of strategies, messages and tools) between HI inclusion strategy in TURKEY and wider global HI Inclusion strategy in emergency settings (in link with other TAs in the Region and HQ TAs) -ensuring capitalization / lessons learning on activities implemented and tools developed -reporting on the above activities

REQUIRED PROFILE

  • a higher University degree is a strong asset in fields related to strong analysis capacities (especially in Sociology, Anthropology, Social work or Protection, Political Science) with strong knowledge of age, gender, disability issues
  • concrete Research related skills and experience using both quantitative and qualitative methods
  • at least 5 years of professional experience related to Protection Mainstreaming program / technical support or Inclusion of excluded / marginalized groups with experience in advocacy
  • at least 4 years of professional experience in humanitarian or development contexts, preferably in the management of refugee and migrants responses
  • experience in urban settings a plus
  • experience within one of the mission’s technical domains: inclusion, protection intervention or protection mainstreaming, access to services, migrant and human rights, social work
  • previous experience in Turkey or in another Middle Eastern country is a strong asset
  • proven representation experience, especially with local stakeholders
  • strong communication and writing skills in English
  • strong interpersonal and intercultural skills
  • ability to work under high pressure
  • high diplomacy, cultural sensitivity and security awareness
  • English mandatory (oral and written), Turkish would be a strong asset, Arabic a plus

CONDITIONS

  • Starting date: 15/06/2017
  • Length of the contract: 4 months (with possible extension)
  • Salary: from 2750,00€/month (gross), depending on experience
  • Perdiem: 487€/month (net) paid in local currency in the field
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 1 day/month
  • Status: single
  • Housing: collective taken in charge by Handicap
