Location: Hatay**/**Antakya with frequent visits to Gaziantep and Istanbul, Turkey

ROLE PURPOSE:

The Partnerships Advisor takes the lead as the focal point for Save the Children’s engagement with partners implementing in Syria and Turkey, guiding and supporting a strategic process to broaden and deepen the Country Office’s relationship with partners, build partner capacities, and assure that Save the Children is robustly represented in various coordination mechanisms. The Partnerships Advisor will ensure that the Partnership Principles of:

are reflected in the partnerships developed. The Partnership Advisor will identify and map partnership opportunities, and work closely with the PDQ and PI teams to support effective partnerships which are:

  1. Voluntary and collaborative interaction

  2. Complementary interests and objectives

  3. Shared contribution of resources – financial, human or both

  4. Shared risks and benefits

  5. Mutual accountability.

KEY AREAS OF ACCOUNTABILITY

Engagement with Partners to develop effective partnerships

· Lead the process of broadening and developing the partnership base via EOI, evaluating of applications, conducting OCAs and developing partner capacity strengthening plans and initiatives

· Assess the current partnerships portfolio identifying strengths, weaknesses, opportunities and threats, to document lessons learnt and inform strategic decision-making

  • Develop SC’s Syria and Turkey Partnership strategies based on SC’s Response strategies and consultation with partners and SC staff
  • Facilitate partner involvement in SC proposals and input directly to ensure partner design and costs are appropriately represented and adequately resourced

· Propose, design and pilot innovative approaches to working in effective partnerships to deliver upon SC programmes and partnerships strategies

· Support, guide, and oversee a full menu of capacity assessment and building support for partners as identified/requested by partners.

· Oversee the roll-out of the SC Partnerships Manual to partners, ensuring opportunity for feedback and review during the initial stages

· Provide support to partners’ proposal development from an organisational and operational standpoint

Engagement with SCI staff to support effective partnership development

· Work across all departments within Save the Children departments to ensure sufficient resourcing of partner capacity building

· Plan communications strategy to engage SCI staff in understanding partnerships

· Provide on the job training and coaching to staff to support their performance and professional development

Representation

· Engage widely with Syrian and Turkish organisations to build a knowledge base of current and potential implementing partners within the wider context of the Syria response

· Represent Save the Children and partners to SC Members, donors, and the humanitarian community in Turkey

· Maintain a strong role for SC in the interagency coordination on partnerships in the Syria response community, including the Partnerships Initiative

QUALIFICATIONS AND EXPERIENCE

Essential

  • Post graduate or Masters degree in relevant field or equivalent work experience
  • Minimum 5 years work experience in the humanitarian sector/with NGOs
  • Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation
  • Experience in organizational capacity development
  • Excellent training, facilitation and capacity building skills
  • Proven communication and external representation experience
  • An excellent team player with good skills in team work and consultative approach to decision making
  • Experience of M&E and beneficiary accountability
  • Excellent communication skills, both oral and written, including a good track record of report writing
  • A high level of written and spoken English
  • Commitment to the values, mission and principles of Save the Children

Desirable

· Fluent in Arabic

· Previous experience of managing national implementing partners

· Experience of working in Syria BPRM, EuropeAid, NMFA,ECHO, OFDA, and/or DFID programme management experience
