ROLE PURPOSE:
The Partnerships Support Services Manager will have overall responsibility and management of support service functions including Finance, HR/Admin, Logistics, Safety and Security and Partnerships for the NW Syria cross-border program. As the cross-border program is implemented entirely through partners, a key function of this role is ensuring that partners are supported to deliver effectively. The post holder will be accountable to the Director of Program Operations for NW Syria and will be responsible for ensuring compliance with SCI global standards, policies and practices. The position plays a key role in effectively supporting program implementation activities in line with the annual and country strategic plans.
KEY AREAS OF ACCOUNTABILITY:
· Responsible for daily management and oversight of NW Syria support functions, including Finance, Logistics, HR/Admin, Partnerships and Safety and Security.
· Ensure support provided from all functions is timely and efficient, cultivates a solutions oriented approach and ensures compliance with all SCI policies and procedures (logistics, finance, safety and security, HR/admin)
· Ensure support from all functions is delivered in a way which facilitates partner program implementation
· Ensure appropriate staffing within support service functions, coordinate effective recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
· Lead Support Services team; define expectations, provide leadership and link up with technical support as needed, and evaluate direct reports regularly.
· Incorporate staff development strategies and Performance Management Systems into team building process.
· Manage the performance of all staff in the Support Services work area through:
o Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and rewards for outstanding performance;
o Documentation of performance that is less than satisfactory, with appropriate performance improvements/ workplans or other actions.
· Implementation of a coherent organizational structure and workplan that is appropriate to program needs and consistent with agency practices.
· Ensures that the NWS Office complies with all Save the Children policies and procedures
· Lead team and act as key focal point for partner support services.
QUALIFICATIONS AND EXPERIENCE:
- Strong understanding of all support areas of Finance, Logistics, HR/Admin, Partnerships and Safety and Security, including Save the Children policies and procedures.
- Previous experience of managing and leading a team
- Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities
- Demonstrated credibility with colleagues and stakeholders at all levels of an organization.
- Excellent oral and written communication skills in English.
- Strong understanding of partnerships and the role of support functions in partnerships
- Strong interpersonal skills with the ability to lead a team through a period of change.
- Leadership skills, including the ability to supervise and motivate qualified professional staff with strong personal value systems.
- Analytical, decision making and strategic planning skills and the ability to handle multiple priorities
- Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff.
- Team building skills.
- Competent level skills in core IT applications, particularly MS Office.
- A commitment to the values and principles of Save the Children.
- High level of commitment to the principles of development and to the organizational and programmatic goals of Save the Children.
- Arabic and/or Turkish language skills a plus.
