Role Purpose:

The Head of Programs Implementation manages all aspects of the implementation of the programs and sectors based upon the country strategy. The HoP-I Provides leadership, strategic direction, management and evaluation of all aspects of Syria Relief programs, also plays a key role in external representation, program coordination and team leadership.

Knowledge / Qualifications and Education Requirements:

Preferred university degree in humanitarianism, development, disaster management, NGO management or related subject | Masters is an advantage. Relevant experience may be considered.

General Work Experience:

5+ years of management experience in the humanitarian field with good leadership and supervisory skills to lead and motivate teams; coordinate group activities, ensuring that roles, policies and procedures within the team are clear. Has the flexibility to deal rapidly with numerous and often simultaneous problems in an effective manner. Patient and good communicator who can function in an organization employing a multi-national staff, and whose sites are geographically distributed in areas of the country hard to access or even with no access. Previous experience in a humanitarian setting is preferred, as well as experience in implementing multi-sector programs in a field setting. Well understanding for the Syrian Context.

Duties and Responsibilities

· Assist the CD in overseeing program implementation by directly managing relevant program managers/and project managers and support managers to ensure that programs objectives are met within the required time frames and budgets.

· Ensure country programs are implemented in line with donor proposals and requirements and in accordance with SR, donor, country and international standards e.g. Sphere and other international humanitarian standards.

· Assist the Head of Program Development (HoP-D) by providing the necessary information to write new proposals and seek new grants.

· Assist the CD and other members of senior management team in building the capacity of SR staff, particularly program staff, in Turkey and inside Syria.

· Work in coordination with Senior Management in preparing short and long term program strategic plans for the organization

· Work with the relevant Sector Manager(s) to ensure the integration of beneficiary participation and accountability in program activities.

· Represent SR at relevant meetings with government officials, contractors, other NGOs, etc., reporting back as applicable to staff, field managers and HQ.

· Ensure that Programs team are aware and working based upon the Project Management Manual and tools, and develop the manual based upon the need.

· Ensure timely and targeted communication and information flow to all internal and external parties and coordination with the Country Director, SMT, donors, field offices and other program partners to remain informed about program achievements

· Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train programs staff in these policies

· With other SMT members continually evaluate current methodologies and policies, determine their effectiveness and provide suggestions on ways to improve compliance, and to ensure program and organizational success

· Produce regular and timely reports for the Country Director.

· Conduct annual performance reviews and lead ongoing performance monitoring for all reported staff members.

Skills:

· Languages : Fluency in English and Arabic (reading, writing and communication) is essential

· Knowledge of Turkish language is an asset.

· Computing: Excellent computer skills and proficient in Excel, Word, Outlook, and PowerPoint. Knowledge of management tools such as MS Project is an asset.

· Excellent experience in Program and Project Management.
