Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.
Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

SCOPE OF ROLE:
The Programs Manager leads the implementation of a multi-donor, multi-sector Programme that serves beneficiaries in Syria. As a member of the senior management team, the Programs Manager leads in the Programmes teams strategic planning, budgeting and developing work plans as well as participates in the organization strategic planning process.

Supervision responsibility: All Shafak Programs Heads

KEY RESPONSIBILITIES:
Senior Leadership
- · Provide leadership and accountability for the implementation of Shafak programmes assuring full and timely delivery of results, appropriate coordination and cooperation to assure excellent narrative and financial reporting, monitoring, evaluation, and learning.
- · Contribute to the strategic and tactical development of new programmes to Shafak beneficiaries in Syria.
- · Support the development of an organizational culture that promotes accountability and high performance, encourages a team culture of learning, creativity and innovation,
- · Participate actively to establish, maintain, and improve active and regular working relationships with: Turkey government authorities, donors, partner agencies and local and international NGOs
Management of Programmes
- · Responsible for overall coordination of programme implementation high quality programming in line with Shafak’s strategy and in accordance with donor requirements.
- · Actively participate in designing, innovative and high quality programmes
- · Participate in the programme proposal processes and ensure that all programmes progress in accordance with grant agreements, are completed within time and on budget
- · Serve as over-all budget holder for most programming: manage and support budget holders for individual projects and grants
- · Require managers to prepare timely and high quality progress reports, programme reports, and donor reports in a manner to allow review and consolidation efficiently.
- · Working host government and national and international NGO-partners to strengthen national capacity
Business Development
- · Lead the development and regular update of donor engagement strategy to assist in growing the Shafak portfolio, consistent with the Shafak Strategy
- · Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, private sector and non-traditional donors. Use creative approaches to link programme aspirations to donor priorities, while also effectively influencing the strategies of donors.
- · Cultivate business relationships with external stakeholders and potential partners for large scale or strategic funding opportunities
- · Track up-coming funding opportunities, donor engagement and proposal development process. Provide regular updates to the CEO and senior management team on the status of the funding portfolio and key trends to monitor.
- · Brokers training opportunities and resources to build capacity in programme staff – i.e. proposal development, report writing, budget management, project cycle management, or donor compliance.
Staff Management, Mentorship, and Development
- · Establish result based system and follow up
- · Manage the performance of all staff in the Programme Implementation work area through:
- Effective use of the Performance Management System including the establishment of clear,
- measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations;
- Incorporate staff development strategies and Performance Management Systems into team
- building process.
- Coaching, mentoring and other developmental opportunities;
- Recognition and rewards for outstanding performance;
- Documentation of performance that is less than satisfactory, with appropriate performance improvements/ workplans
Partnerships
In collaboration with the Operations Director and Partnerships Manager, support effective, appropriate partner assessments, corrective action plans and follow-up

Required Qualifications and Experience
Essential:
- Substantial management experience in a humanitarian setting including significant field operations experience in both emergency and development programmes
- Master degree in development or other social sciences or experience that could be evaluated as commensurate.
- Robust experience of emergency programme cycle management, and experience of working within a complex and matrix structure
- Demonstrated experience empowering and advancing national staff
- Demonstrable experience successfully managing funds from a range of donors e.g. DFID, OFDA, UN Grants etc
- · Experience in international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
- · Familiar with effective financial and budgetary control
- · Solid project management skills related to organizational development projects, cross-functional teams with a proven history of delivering results
- · Ability to analyse information, evaluate options and to think and plan strategically
- · Previous experience of managing and developing a team and the ability to lead, motivate and develop others
- · Excellent interpersonal, communication and presentation skills
- · Strong oral and written communication skills; fluent English is mandatory
- · Ability to work under stress
