Sosyal Araştırma ve Rehabilite Derneği (SARD) a local Turkish Organization has been addressing the emergency needs of Internally Displaced Persons (IDPs), who have been recently displaced by the conflicts inside Syria and are surviving in poor living conditions, with projects funded by international partner organisations, ECHO and UN agencies. Within this framework, SARD and its European NGO partner are recruiting a Government Liaison Officer with strong experience in promoting and managing NGOs and specific experience in remote management and cross border operations. The position is based in Antakya, Turkey, with regular travel to Gaziantep (as well as Ankara and Istanbul) for coordination purposes with partners and for the development of relations with government.

The Government Liaison Officer is responsible for

· Raising the profile of SARD in Hatay/ Turkey

· Influencing decision makers to position SARD as an organization committed to Relief and development

· Building relationships with key influencers in the Government across primary and secondary stakeholders

· Building a systematic approach to issues and crisis management for SARD

· Supporting the teams of SARD in resolving their Govt. related problems

· Travelling --- 40% of the time, based on program needs

Key Areas of responsibility:

Strategy and Planning

· Policy Mapping

· Develop new methodologies to improve the liaison processes, keep abreast of relevant best practices and new developments affecting SARD

· Keep abreast of the latest data/developments/schemes, necessary for Govt. Liaison Implementation

· Develop short-term action plans. Plan meetings/ orientation programmes well in advance, based on overall strategy, in consultation with the Head of Office SARD.

Networking

· Expand State/ District level government interaction network and reporting in consultation with the HoO.

Support Functions

· Supports in all Govt related activities---MoUs, Permission letters from Governor office, developing strong network with the district authorities at district and State level.

· All MoUs/ Permission Letters from the Govenment of the assigned districts---drafting, tracking files (new, renewal, amendment)

· Liaison and networking with State/assigned district level officers of SGK/ISKUR Vallilk, other local NGOs

· Attending meetings in consultation with the HoO and preparing the minutes of the meetings. Keeping a track record of the minutes of all meetings

· Preparing power point presentations

Documentation and Reporting

· Ensure regular, final and timely submission of reports on all the aforesaid liaison activities

· · Follow up

Qualifications

· Postgraduate degree in public administration, humanities, social sciences or social work

· Minimum 3 years of experience in the humanitarian sector preferably in the field of liaison with Govt.

· Good knowledge of computer - Windows and Microsoft Office applications (Outlook, Word, Excel).

· Ability to work on MS Excel, MS Word and MS Power Point.

· Confident, self-driven and a team player.

· Willingness to travel at least 25% and up to 50% of the time.

· Strong communication, organization and interpersonal skills

· Command over written and spoken English and Turkish (Arabic knowledge is desirable)
