Chemonics seeks a program manager for an anticipated multiyear program to develop and implement a platform of technical and financial assistance to Moderate Education Directorates affiliated with the Syrian Interim Government. The program manager, based in Gaziantep, Turkey, will play a central role in managing relationships with provincial Education Directorates and their district-level Assemblies; developing and managing activities in full compliance with donor and Chemonics regulations and policies; and managing grants to Syrian NGOs to provide technical assistance to Education Directorate and school staff. The program manager will supervise field staff who will work remotely in opposition-held areas of target provinces. Responsibilities include:
- Lead consultations with Education Directorates, and with Chemonics technical advisors and consultants, to develop education activities that use evidence to inform activity design, meet program objectives as stated in the logframe, and respond appropriately to the local context of education delivery
- Develop detailed budgets, grant payment plans, and grant agreements to ensure consistency with program priorities, goals, and objectives
- Organize and facilitate kickoff meetings with grantees to review grants and regulations and requirements related to monitoring, reporting, procurement, and invoicing
- Collaborate closely with technical advisors and consultants to provide technical assistance to grantees during the grant development and implementation phases, working closely with the grants manager, the monitoring and evaluation manager, and other staff
- Supervise and develop weekly action plans for Syria-based staff to support grantee implementation and Chemonics' monitoring of delivery and progress toward objectives
- Analyze the rapidly changing political environment and contribute to planning exercises, under the overall guidance of the chief of party
- Prepare drafts of relevant sections of donor quarterly reports and of all grantee success stories for chief of party review
- Undertake other duties as assigned by the chief of party to ensure the overall effective implementation of program activities
Qualifications:
- University degree required; academic specialization in education preferred
- Experience developing and implementing education programming in Syria or with Syrian refugees in neighboring countries required
- Three years minimum work experience managing education programs
- Experience is one of the following technical areas required: quality education design and implementation, capacity building of education stakeholders, evaluating the impact of education programming, and psychosocial support or child protection/safeguarding
- Demonstrated experience using assessment tools to measure the progressive improvement in students' learning outcomes over a finite period of time
- Strong organizational, management, and administrative skills, including activity budget development
- Demonstrated analytical skills and understanding of local dynamics, with the ability to creatively solve problems related to both implementation and risk management
- Proven knowledge of Syrian education stakeholders
- Demonstrated leadership, versatility, and integrity
- Fluency in writing and speaking English and Arabic required
