Role Purpose
The Grant officer will work closely with the Grant and Compliance coordinator to oversee SEMA’s grants portfolio in Turkey, including tracking the progress of existing grants providing support from the beginning of the grant engagement to closeout. The post holder will be drafting SGAs for proper and sufficient documentation of the SGA and related amendments and hard copy files. Follow-up and update timeliness and documentation of Grant reports.
KEY RESPONSIBILITIES
· In collaboration and coordination with grant and compliance coordinator, program staff, and other department’s staff identify and develop concept notes and project proposals for Turkey country program.
· Ensure feedback regarding ended projects implementation is included in the design of follow on or related proposal.
· Develop professional relationships with key individuals within target donors.
· Understanding of SEMA processes and other key donor requirements and adherence to these processes and requirements.
· Maintain hard files for all SEMA / SEMA partners’ agreements.
· Support Grant and Compliance Coordinator to perform portfolio level monitoring and analysis such as funding tracker.
· Assists with the development, maintenance and tracking of SEMA grants.
· Develops reports and information for grant funding agencies.
· Financial analysis of SEMA and SEMA partners’ financial reports for monitoring purpose.
· Support Grant and Compliance Coordinator in facilitating awards review meeting with SEMA / SEMA partners Staff and relevant budget-holders as and when required.
· Build relationships with other teams to support the resolution of issues including deliverables of SEMA / SEMA partners’ reports.
· Ensure donor compliance is achieved including financial conditions, audit support, on site verification, procurement procedures, assets management, reporting requirements and data quality
· Support the grant and compliance coordinator in the preparation and conducting of the monthly BvA Meeting.
· Drafting the minutes of meeting for the BvA meeting, and submit it to the Grant and Compliance coordinator to reviewing.
· Support the grant and compliance coordinator to follow up on the BvA meeting action points with other actors in the organization.
· Provide support in the review of donor contracts to grant and compliance coordinator during contract execution.
· Support in capacity building activities to improve grant management including development of contract templates and training, where required.
· Support Grant and Compliance Coordinator in the legal vetting process of implementing Partners in case of sub granting.
· Build the capacity of sub granter, regarding to the donor compliance and grant management. Any other task or duty assign by the higher managers
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
· Bachelor degree in Business Administration, Finance, Accounting or any other social sciences.
· Relevant experience managing donor funded projects with International NGO’s.
· Strong analytical skills and strategic planning abilities. Computer literacy and excellent documentation skills are a must.
· Excellent time management and planning capacity.
· Strong Knowledge in key donor reporting rules and regulations e.g. ECHO, EC, DFID, OFDA, will be an asset
· Strong knowledge of Microsoft Excel required.
· Fluency in English, both verbal and written, required. High analytical and reporting skills **
