Job duties
The Budgets & Accountancy Senior Officer –BASO- will be responsible of performing the following duties:
Budgets Vs Actual Management
· Focal person to maintain Emissa Master Budget and prepare monthly Budget Vs Actual reports.
· Updating BVA with real time expenses.
· Consolidate all the information and send out all BVA’s to the concerned staff on monthly basis including brief commentary on matters identified.
· Updates the Master Budget and prepare the New BVA’s after the Grant agreement signed,
· Coordinate with the budget holder and advise to avoid disallowed costs and apply the procedures along with donor regulations
Budget proposals development and amendment:**
· As the focal point for all grant budget proposals upon preparation and amendment, the BASO prepares the budgets of indirect support operational costs and coordinates with the relevant programs to prepare the budget of the direct costs to ensure adequate coverage of all operational and administrative costs.
Operations support budget forecasting and allocating:
· In coordination with the Support Director, the BASO prepares the Head and Regional Office’s annual operating budgets and quarterly forecasting.
· S/he maintains adequate and up-to-dare shared costs allocation basis.
· To ensure fair grants allocations and full coverage, s/he provides monthly advice on the charges in the shared costs of staff and utilities.
Corporate accounting
· Follow up all accounting transactions of the operations support costs to ensure correct and adequate entries into Emissa’s accounting software- QuickBooks.
· Prepares semi-annual and annual financial statements.
· Prepares Emissa monthly Balance Sheet accounts reconciliation report.
· Prepares weekly cash flow statements.
Other Departmental Tasks and Responsibilities
· Work closely with the IT and Information Management team to support Emissa ERP system development by automating the assigned tasks when possible.
· Build capacity of the field accountants and assist to develop the field finance units.
· Provide budget training to staff on operations budget preparation, grant budget maintenance, revisions and pipelines.
· Facilitate any external or internal audit.
· For all required tasks, the BASO must ensure adherence to the financial guidelines as per the Emissa Financial Manual.
· Ensure Head and regional offices compliance with accounting policies vis-à-vis fund accounting as noted in finance policy and generally accepted accounting principles.
· Assist the Finance Manager in other areas as required.
· Provides general support and liaison with other departments in budgeting and accounting related matters.
Requirements
· Bachelor degree in Economics, Business Administration, Finance, Banking or Accounting
· Specialized accounting certificates i.e. CIA, CPA, CMA is a plus.
· Over 3 years of professional experience in finance, accounting, budgeting, auditing and/or relevant projects financial managements fields.
· A minimum of 2 years of experience with humanitarian NGOs in a supervisory role.
· Demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively.
· Very good knowledge in logistics and procurements polices and processes.
· Effective verbal and written communication, organizational, prioritization and Microsoft Office applications, advanced level in Excel in particular.
· Strong experience in working on financial systems i.e. QuickBooks
· Familiar with ERP systems. Excellent oral and written English and Arabic skills required.
