Turkey: M&E Officer (Local Hire)

Scope of Work:

Provide support & assistance to the M&E and NA unit operations in terms of Monitoring & Evaluation. Support M&E systems for direct and partner implementation in Turkey and North Syria in alignment with QRCS & international humanitarian principles. Also, supporting all M&E tasks & communication with internal platforms under the leadership and guidance of the M&E and NA Coordinator.

Duties & Responsibilities:

Strategic:

Provide technical and operational support for projects throughout developing log frames, indicators, M&E plans, activities and tools, in alignment with international humanitarian standards.

Operational:

1- Provide support to ensure that the approved projects have the following by the start of the project: QRCS standard log-frame, M&E plan with defined indicators, M&E plan, Indicator Performance tracking table (IPTT), Detailed implementation plan (DIP), and databases for collection, consolidation and reporting.
2- Ensure project level IPTT are updated with accurate data monthly and key findings are shared with M&E Coordinator.
3- Support Developing the project monitoring plan (PMP) including designing appropriate data collection and collation forms in close cooperation with M&E Coordinator & project staff.
4- Collect and monitor performance indicators using simple data collection and collation tools.
5- Provide support in Tracking the project inputs, activities, processes, outcomes and monitor targets and actual performance of projects and assist analysis of the data and information to review the Project’s progress.
6- Support Overseeing all the data collection and analysis processes to measure progress and achievements according to the M&E plan.
7- Work on issuing M&E reports including maps, tables and charts in both English and Arabic.
8- Reviews and monitors the quality of data entry to all information.
9- Ensure all M&E data, reports, and records are clearly organized archived in a central location for future reference.
10- Support other tasks related to M&E as required by the M&E + NA Coordinator.

People (Staff Management):

1- Manage the field monitoring and evaluation staff (inside Syria) , guide them and build their capacity to deliver high quality outputs. 2- Provide technical support to Ensure all relevant QRCS administrative & technical staff are assisted in strengthening their understanding of M&E concepts & competencies as a part of the M&E system establishment.

Education, Experience & Training:

• University degree
• In addition to a Good experience in M&E Field and Data Management and analysis.
• M&E and Data Management courses.

Knowledge, Skills & Abilities Required:

1. Familiarity with the Syrian conflictual context
2. Strong analytical and reporting skills
3. Arabic native speaker and fluent in English (speaking and reporting).
4. Advanced Computer skills & MS office and data analysis and visualization programs (Power BI + SPSS).
5. Advanced skills in illustrator, QGIS and ArcGIS.
6. Team player.
7. Good communications skills (written & verbal).
8. Ability to work under pressure.
9. Ability to handle multi tasks at the same time.
