Child Safeguarding:

Level 3– the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

The Techincal officer will be responsible for the technical management of a Family Planning (FP) and Post-Abortion Care (PAC) in Emergencies project in NWS.

SCOPE OF ROLE:

The role will be responsible to support NWS partners in planning project activities, closely monitoring the progress and implementation, compiling and recording all accomplishments, and producing technical reports.

Reports to: H&N Program Manager

KEY AREAS OF ACCOUNTABILITY:

Overall objectives of the role:

  • Work closely with the health and nutrition program manager and coordinator to manage the FP/PAC in Emergencies project in NWS through partners focused on (1) excellent program implementation, including timely activity implementation according to plan and routine monitoring against agreed indicators, (2) high quality progress and final reports for external and internal use and (3) provide the RH technical training, including supportive supervision training CHW training, FP counseling training.
  • Provide day-to-day oversight to the project and coordinate between SCI and implementing partners.
  • Map technical best practices, tools used, lessons learnt and effectively share with partners and global program coordination team.
  • Contribute to the overall achievement of SC global program objective by actively working with counterparts SCI and SC US HQ team.

Key Responsibilities:**

Project activities planning and implementation

  • Support partners in implementing various RH/FP program activities in the target zonal, in consultation with Health and Nutrition Coordinators and Manager.
  • Technically support partners in implementing FP/RH activities.
  • Manage preparatory activities such as identifying and inviting trainees, and trainers, securing training venue, secure and distribute supplies, products and materials which are necessary for these trainings in collaboration with Health and Nutrition Coordinators and Manager.
  • Take part and be responsible for the technical parts of programs, preparations of project proposal, monitoring tool development, timely donor reports, and design and implement a system tracking all the necessary information and reports in the association
  • Ensure that all activities are accomplished maintaining its standard and quality results are delivered
  • Ensure the quality of the trainings based on checklists
  • Manage mobilization of clients in advance and arrange health facilities for practical sessions in collaboration with health coordinator.
  • Provide support on monitoring and evaluating the progress, document lessons learned and best practice
  • Carries out other duties and responsibilities as assigned by the supervisor

Coordination with IPs (Implementing Partners) and management

  • Work in close collaboration with the IPs to develop and follow up on their DIPs and activities to assure a timely, thorough and quality implementation of the FP PAC project and the utilisation of data for action.
  • Supervise the coordination and planning for programme-related trainings inside Syria conducted by IPs
  • In coordination with the MEAL Officer and MEAL coordinator support the IPs in the implementation of the tailored M&E framework of the project, join monthly data revision, monitoring and data use.
  • Support the IPs in implementation and scale-up using a supportive supervision approach.
  • Work closely with partners on the implementation of the community strategy for awareness raising; development of context specific IEC material, training of CHWs and awareness raising activities.
  • Identify capacity gaps, and implement actions plans to address them.

Others

  • Provide guidance for supporting approaches to apply and scale up RH interventions within Syria health program.
  • Represent Save the Children at local implementing partners coordination meetings and cluster if applicable.
  • Participate in relevant coordinating meetings/forums as needed.

  • In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.

  • Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.

QUALIFICATIONS AND EXPERIENCE

  • Minimum of 2 years of relevant field experience within the humanitarian sector, preferably with an NGO.
  • MPH or MSC preferably in Reproductive Health with background in Midwifery, Nursing, or Health Officer or equivalent.

  • Knowledge of the Syrian context

  • Demonstrated experience in project cycle management,

  • Fluent English and Arabic and good written communication.

  • Creative and innovative approach to design and delivery of effective training interventions.

  • Excellent interpersonal skills

  • Computer literate (including working knowledge of Microsoft Office, Word, Excel and PowerPoint) and ability to do internet based research

  • Excellent attention to detail, organisational skills and discretion with confidential information

  • Ability to work independently and proactively

  • Proven ability to handle challenging work load

Desirable:

  • Aapplications from Turkish, Syrian and Jordanian nationals preferred
  • Experience implementing health projects.
  • Trained on Comprehensive Family Planning with emphasis of LAFP methods
  • Demonstrated success in providing hands-on training, capacity building, assistance to health care providers and other stakeholders.
