CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

The CP Technical Project Manager (CP PM) will lead the implementation of our ECHO-funded project focused on Child Protection (CP), Psychosocial Support (PSS) and Protection, including Social Cohesion. The 17-month project will be implemented in Ankara and Istanbul. In Ankara, the activities will be implemented in partnership with a municipality and expand the already established and well-trusted Migration Service Center. In Istanbul, the activities will be implemented in partnership with an NGO, in the premises of two municipalities. The project sets a child centered approach, gender transformation and systems strengthening at its heart, and also contains research. The CP PM will be the principal representative of the project and will work from SC’s Istanbul office in Turkey with frequent travelling to Ankara. S/he will be expected to master a two-fold skillset of being a) operational lead for the project (with excellent partnership skills) and b) technical lead for the project. The CP PM will be responsible for the overall direction and coordination of the activities of the sub-recipient partners under the agreement, and hold a key representative role of SC as a technical lead in the field of CP and PSS under this project.

SCOPE OF ROLE:

Reports to: Operations Director of SCI Turkey based in Istanbul

Staff directly reporting to this post: PSS Specialist, Protection Monitoring Coordinator, 2x CP/PSS Coordinators, MEAL Coordinator.

Indirect staff: The CP PM is expected to work in close collaboration with the partner’s Project Managers and project staff, and with SCI Turkey’s Programme Development and Quality (PDQ) team, that includes Thematic Advisors, Partnership Specialist and MEAL.

Budget Responsibility: 3.6 Million Euro (yet to be confirmed)

KEY AREAS OF ACCOUNTABILITY:

Project delivery, management, coordination and quality assurance

  • Hold overall responsibility for high-quality implementation of all aspects of the project (strategically, operationally and technically), in compliance with ECHO rules and regulations
  • Be the operational lead for the project;
  • Prepare and oversee project implementation to ensure timely delivery of project activities and full responsibility for the delegated budget holding function
  • Be the main responsible for building excellent partnership collaboration with project partners
  • Ensure regular and on-time monitoring and monthly reporting on all project management aspects including the Award Action Plan (phased budget and actual expenses analysis, work-plan progress and updating, procurement plan revision, IPTT data collection and analysis and monitoring of indicators, partner sub-awards and capacity building plans)
  • Participate actively in award review meetings and contribute to financial decision making, ensuring that value for money can be effectively demonstrated to the donor
  • Ensure compliance with and adherence to Save the Children and ECHO rules and regulations, and the timely submission of all deliverables, including annual work plans, performance monitoring plans, and reports as required.
  • Lead on the recruitment of project staff, in collaboration with HR.
  • Identify project supplies needs and coordinate with the logistics team to develop sensibly phased procurement plans
  • Be the technical lead for the project (in collaboration with PDQ and relevant Technical Advisors);
  • Represent and role-model SCI Turkey as a technical lead in the field of Child Protection and Psychosocial Support in Turkey
  • Ensure technically sound decision-making processes and adherence to quality standards and best practices with regards to Protection, Child Protection and Psychosocial Support.
  • Lead technical capacity assessment and planning, adaptation of materials and training, coaching and technical supervision of SCI Turkey project and partner staff
  • In collaboration with the MEAL team, set up inclusive age and gender-sensitive accountability mechanisms (including complaints mechanisms) and MEAL tools/mechanisms, and support the systematic implementation of these tools and mechanisms by project staff and partners. This will be used to build an evidence-base for the interventions, for quality reporting and for assessing impact.
  • Oversee the coordination, networking and development of partnerships with the municipalities, government bodies, local NGOs and civil societies in the relevant project areas

Partner management

  • Build respectful relationships with partners in line with SC’s Partnership Principles and Theory of Change
  • Ensure staff and partners have clear understanding of the project design (including objectives and measurement indicators etc.).
  • Support the partners with recruitment, e.g. technical review of job descriptions
  • Ensure partner’s compliance with SC’s policies, including Child Safeguarding Policy and Gender transformative programming
  • Monitor and regularly review partner progress against the budget and implementation plan; support partners to alter activities/strategies in light of context changes or operational challenges
  • Review partner narrative and financial reporting as well as MEAL data, in line with internal deadlines

Performance management and capacity building

  • Line manage project staff in the areas of responsibility, ensure they have clear objectives and receive meaningful feedback on their performance regularly, in collaboration with the HR department
  • Support the identification of operational and technical capacity building needs of SCI Turkey and partners’ project staff and lead/oversee the implementation of capacity building plans
  • Provide technical trainings, supervision and coaching to SCI Turkey project staff and implementing partners, with main focus on child protection and psychosocial support, quality benchmarks and standards, and evidence from global research on child protection and child development
  • Promote integration of SC’s Child Safeguarding Policy into all aspects of the project

Strengthen coordination and external communication

  • Establish, maintain and strengthen working relationships with relevant government authorities, partner agencies and communities (includes representation of SC towards key stakeholders of the project)

Human Resources and performance Management:

  • Ensure effective use of SC’s Performance Management System
  • Promote open communication and maximize skills/experience sharing among team members
  • Comply with all relevant SC policies and procedures with respect to child safeguarding policy, health and safety, equal opportunities and other relevant policies
  • Contribute to the recruitment, induction, capacity building and development of project staff, including coaching and mentoring, linked with wider organizational talent development mechanisms

Others

  • Promote an organizational culture of learning, creativity, innovation, inclusiveness and gender transformation
  • Deliver outstanding outcomes for children in their best interests that reflect zero tolerance of abuse, exploitation, neglect and violence
  • Ensure that cross-cutting themes such as child participation, resilience and gender are effectively integrated throughout implementation

EXPERIENCE AND SKILLS:

Essential:

  • Minimum 5 years of experience managing high quality donor funded (child) protection projects, in partnership with other actors (e.g. NGO, working groups, municipalities or other duty bearers) bigger than 3mUSD
  • Proven experience in building excellent partnership relations and collaboration
  • Education to MSc/MA/MEng level in Social Work, Child Welfare, Human rights Law or equivalent
  • Ability to work both in an advisory and a hands-on implementation capacity, with proven experience of building capacity of local NGOs, and government bodies in child protection and PSS
  • Ability to write clear and well-argued assessment and project reports
  • Good knowledge of and experience in using established inter-agency standards and guidelines in child protection and MHPSS, such as the Minimum Standards for Child Protection in Humanitarian Settings and IASC MHPSS Guidelines.
  • Demonstrated skills in leadership and supervision of staff and in building and maintaining a high performing team
  • Experience in working with multiple stakeholders, including government officials
  • Experience of representation in external forums, and ability to represent SCI Turkey effectively
  • Experience in promoting boys’ and girls’ participation in design, implementation and evaluation, gender sensitive/transformative approaches and community-based child protection
  • Commitment to the values and mission of Save the Children
  • Excellent oral and written communication skills in English;
  • Ability to adapt to different, often stressful circumstances
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy

Desirable:

  • Turkish language skill is highly desirable.
  • In-depth knowledge about the social welfare systems and child protection/protection mechanisms, including legal frameworks, in Turkey
  • Experience of capacity-building and technical supervision in child-focused PSS and PFA.
