OVERVIEW OF THE POSITION
The goal of the Facilities Management Assistance (FMAP) is to strength the organizational capacity and authority of the High Judicial Council (HJC) to: a) sustainably, efficiency, effectively own the operate its assets and facilities, and b) sustainably manage its system of facilities and assets and to increase the efficiency and effectiveness of both facilities management practices and resulting function and performance of the same assets and facilities our client received fund from the Department of Foreign Affairs, Trade and Development “DFATD” to implement the Facilities Management Capacity Building Project as a temporary technical assistance project to build the Palestinian High Judicial Council sustainable capacities in Facilities Management.
In recognition of the need for improved facilities management, the High Judicial Council received approval from the President of the Palestinian Authority in January 2018 to create within its organization a new systemic Facilities Management Unit (FMU); the new unit will require capacity-building at the level of human resources, organizational policies and systems, and provision of material. The project implementation period is from 1st April 2018 until 31st March 2021.
GENERAL FUNCTIONS
Role objective:
The advisor will be an institutional development expert, with strong experience in Institutional Development, preferably in the MENA region and will have demonstrated experience in achieving ambitious targets in similar capability and capacity building initiatives. She/he will also have experience in working with senior leaders on major strategic organizational change Projects.
Her / his primary responsibility will be to provide technical support to design and implement the project’s objectives. In addition he will oversee the planning and effective delivery of projects (change initiatives) resulting in measurable improvements, including changes to policies and procedures, job roles and organization structures, systems and methods, leadership styles and communication strategies.
She / He will be involved in working with international and local technical experts' day-to-day work in designing and delivering impactful change interventions in their respective functional areas to fulfill the targeted institutional capability improvements, responsiveness-to-citizens and enhanced governance objectives of this program.
Furthermore, the advisor will work with the Project Manager to contribute to and edit the program’s periodical plans and progress reports.
The adviser will act as a coach and mentor for facilities management directorate staff. She / He may also provide direct support and coaching to the local consultants as they help their internal counterparts and beneficiaries through their transitions. The adviser will also support project teams in deploying and integrating a range of change levers and interventions in their plans
Expected output:
The advisor will have overall responsibility for the design of the change Project by identifying and documenting the initiatives, activities and work packages in order to achieve the ultimate goal of the project. He/she will report to the Project Manager and will be responsible for the following key activities:
Conduct a deep diagnostics for the current status of the facility management function in the HJC and document the “as is “status.
Review the available diagnostic reports that were developed previously.
Advise on the most appropriate design framework to deploy in the design of the project and ensure that adequate processes, procedures, and internal technical controls are in place and documented.
Identify the “to be” status of the Facilities Management Directorate In cooperation with UNOPS Project Manager, team members and HJC.
Identify set of interventions to be implemented.
Propose and facilitate structured change methodology and effectively implement development activities.
Design and support the implementation of the change management tools.
Facilitate institutional, organizational and individual adoption of the required adaptations and transitions
Design and develop, internal and external communications for implementing change.
Ensure the quality of the project's outputs.
Contribute to the development of a performance frameworks for their specific areas of responsibility, and support the Project Manager in monitoring performances.
In collaboration with the UNOPS Project Manager, finalize the design plan at least one week before the design commencement.
In collaboration with the UNOPS Project Manager, agree on all report and presentation formats for the final products.
Responsible for the delivery of the final design to UNOPS Project Manager.
Provide inputs into the design framework to deploy. This should include developing qualitative and/or quantitative analysis tools (i.e. surveys, questionnaires and interview questions)
Provide background information to identify opportunities for project design
Prepare full implementation plan for the proposed project, that includes time schedule and resource plan
Develop benefits map for the proposed design.
Develop scenarios for effective implementation of the design
Responsible for final versions of the documents listed in the deliverables section. The documents need to be fully edited from both a writing style and substantive perspective
Manage and lead visionary and brainstorming workshops with the stakeholder throughout the process and on completion of the design
Assess change readiness among the key stakeholders and measure and report on changes in attitudes and behavior
Provide training, coaching and facilitation
Design and lead seminars and workshops
Provide analysis and reports as required
Report on progress, challenges and risks across all work areas on regular basis
Supervise local consultants and held accountable and responsible on their performance.
Provide directions and support to local consultants in delivering their assigned initiatives.
A detailed list of deliverables will be determined in consultation with the Project Manager however the advisor at least will be responsible for the following deliverables:
Produce full design documents detailing the initiatives, projects to be done to achieve the recommendations in the assessment report. The design should cover the following areas:
• Project methodology
• Project scope
• Project level inputs/resources
• Project level outputs
• Project outcomes
• Project benefits
• Stakeholder analysis
• Change management approach/plan
• Risk Management plan
• Monitoring and Evaluation plan
• Quick wins
For each of the initiatives a comprehensive dossier, providing 1 page per initiative outlining the:
• Project/initiative methodology and governance
• Project/initiative scope
• Project/initiative level inputs/resources
• Project/initiative level outputs
• Project/initiative contribution to assessment report recommendations, outcomes and benefits
Project reporting:
He/she will report to the Project Manager
Team management:
This is will be identify later with the Project Manager. Furthermore, the consultant will work with the Project Manager to contribute to and edit the program’s periodical plans and progress reports.
ESSENTIAL EXPERIENCE
Education:
§ Master's degree in The advisor will have overall responsibility for the design of the change Project by identifying and documenting the initiatives, activities and work packages in order to achieve the ultimate goal of the project. He/she will report to the Project Manager.
Work experience:
§ Minimum of 10 years of demonstrable relevant Administration experience and/or minimum of 4 years of demonstrable relevant Facilities Management experience.
Geographical experience:
§ Minimum of 5 years of experience in Middle East (essential).
Languages:
§ Fluency in English is essential.
Key competencies:
Applicants should have a minimum of 10 years of direct experience in public
administration, development management, or a similar field with a strong
institutional management focus in facilities management.
At least seven (7) years’ experience should be directly related to organizational
performance development Project design and implementation
At least 4 years’ experience in managing staff or consultants
Experience and knowledge of change management principles, methodologies
and tools
Ability to clearly articulate messages to a variety of audiences
Ability to establish and maintain strong relationships
