POSITION TITLE: Programs Manager
JOB BRIEF: The Programs Manager is a key leadership position responsible for the overall strategy, management (programmatic, financial, and administrative), and development of Karam Foundation programs primarily in Turkey and secondarily in Syria.
KEY RESPONSIBILITIES:
Organizational Development
Identify current status of organizational department functions in Turkey and Syria and assess needs in order to reach best practices for non-profit organization. This includes working with the finance, logistics/procurement and program departments.
Work with the organizational management to identify ways to meet the needs including capacity building, consultants, etc.
Management
Ensure proper reporting from all organizational departments. Support in establishing reporting mechanisms in those departments where regular reporting is not adequate.
Provide leadership to staff and promote best practices in human resources management
Oversee adequate implementation of the performance management system including performance objectives and planning, review, appraisal and staff development
Coordinate the development of a staff development plan in line with strategic directions
Oversee and monitor efficiency and fairness of recruitment processes across the program
Organise regular meetings with the management team and all staff for the purpose of exchanging information, coordination and learning
Ensure that the management team is effective, mutually supporting and sufficiently involved in decision making
Financial management
In close collaboration with the Head of Finance
Provide oversight to all finance and administrative services in the Program
Ensure effective implementation and compliance with the overall organizational finance policies and compliance with procedures required by grant or contract agreements
Oversee the development and implementation of annual country budgets
Ensure that adequate internal control mechanisms are in place and implemented
Ensure adequate mechanisms are in place for budget monitoring and review and minimize significant expenditure variances
Review accuracy of accounts and carry out periodic checks on financial matters
Ensure the preparation, accuracy and timely submission of financial reports
Program Management
Lead in the implementation of Karam programs providing sound methodological and technical support
Promote a participatory approach in programming work and create space in the structure for staff
Participation and involvement in decision making
Oversee and coordinate the program portfolio to ensure the highest level of project quality and accountability, while fostering continuity through building local capacity and developing innovative program interventions with organization management
Oversee programmatic reporting processes from staff
Provide regular reporting to organization management
Representation
Acting as key contact with head offices, local partners, NGOs, local authorities, government authorities, donors (if relevant).
Representing Karam Foundation in humanitarian coordination meetings
REPORTS TO: Director of Programs
LOCATION: Istanbul, Turkey with regular travel to Rehyanli, Turkey
HOURS: 40 hours per week
COMPENSATION: Salary to be determined based on Karam's salary scale and candidate's experience
