Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

We are looking for and an experienced humanitarian in emergency preparedness and response approaches to fill the position of an Emergency Preparedness & Response Program Development Manager.

In this position you’ll get your accommodation, one home leave ticket in addition to round trip, and R&R covered.

Requirements:

Do you have 5+ years of experience as a senior programme manager from a humanitarian/ recovery context? Are you passionate about changing vulnerable people’s lives and contribute to a human case? Experience working in disaster preparedness and emergency response programming is essential, and experience in rapid-onset and chronic emergency contexts is preferable.

Practical experience is conflict situations and humanitarian aid dynamics.

Proven interpersonal skills in negotiation, representation, and coordination. Arabic language skills an advantage.

Excellent leadership and management skills is a must.

Knowledge of the Palestinian context, previous experience living and working in Gaza and Arabic language skills are desirable.

Responsibilities:

  • Manage the program change process in Gaza, implementing the change process to establish the emergency program and phase out separate shelter/WASH and UDOC programming and teams;
  • Manage the implementation of the emergency preparedness and response pillar under the ECHO partnership agreement, in coordination with partners and ECHO;
  • Complete emergency preparedness needs assessment in Gaza, in coordination with partners and external stakeholders;
  • Establish and maintain constructive working relationships with other NGOs, UN agencies, local authorities, donors, and other key stakeholders;
  • Lead inter-agency coordination of emergency preparedness and response for IDPs out-of-designated emergency shelters (DES);
  • Liaise closely with the Security & Access Coordinator to promote staff safety and facilitate access in order to ensure program implementation;
  • Secure new resources for the EPR program through donor liaison and proposal development in response to documented needs;
  • Support the Country Director and Advocacy Manager in policy and public advocacy initiatives to highlight humanitarian needs and rights violations;
  • Ensure emergency activities are carried out in accordance with the Humanitarian Principles, Sphere Minimum Standards, NRC values and Code of Conduct.

  • Contract period: 12 months
  • Salary/benefits: According to NRC’s salary scale and terms and conditions
  • Duty station: Gaza, Palestine
  • Non-Family duty station
  • Tax: up to 10%
  • Travel: up to 10% to Jerusalem, with occasional international travel
  • Approved health certificate will be requested before contract start
  • NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
