Dünya DoktorlarıDerneği(DDD) in Turkey, in collaboration with different partners, is running projects aiming at facilitating access and orienting beneficiaries to primary and secondary level of health care services, providing Mental Health & Psychosocial Support and Physiotherapy & Rehabilitation services to the refugees and migrants in Turkey.

MISSION
Since the beginning of the Syrian and Iraqi crises, a massive influx of external population movements have taken place through the Turkish border into inside Turkey. Over 3 million refugees, migrants & asylum seekers are currently hosted in Turkey which led to an increasing demand for health services and put a serious burden on the system. A need arose for permanent health facilities to provide services; and hence improve access to the services to a large number of refugees and migrants.
In this context, Dünya Doktorları Derneği’s intervention aims at assisting the local public health system in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir, Gaziantep and Istanbul provinces.
HIERARCHICAL & FUNCTIONAL LINKS
Based in Antakya, Field Coordinator (South Turkey) is under direct line management of the Programme Coordinator.
The Field Coordinator (South Turkey) will directly supervise:
· Base Manager
· Senior Finance Officer
· Teacher/Translator
· HR Assistant
· MHPSS Officer
· Medical Referent
· Field Officer
· Facility Managers
RESPONSIBILITIES
Base Management
· Ensure adequate information flow within the teams i.e. Programme, Logistics, Finance, HR;
· Oversee and coordinate the general functioning of the base;
· Create/maintain a “team spirit” within the teams;
· Organise and document regular team meetings for planning and reporting purposes;
Programme management
· Ensure the implementation of the programme/s and follow-up on its different aspects: logistical, administrative and programme activities;
· Continuously assess the needs & coordinate with relevant authorities for recognition of the needs assessments;
· Coordinate with MEAL department to ensure validity of the needs assessment methodology;
· Proactive in suggesting adjustment to the programme;
· Adjust the programme according to the needs, in collaboration with the Programme Coordinator and the Field team;
· Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant teams;
· Provide inputs to the country strategy;
Support Services
· Ensure all projects are in compliant with DDD and donors procedures;
· Ensure appropriate administrative, financial and logistical DDD systems/procedures are in place, maintained and adhered to;
· Ensure all support functions are carried out effectively and efficiently;
· Ensure regular communications among the different departments; and act as a mediator if necessary;
· Responsible for accurate budget control and overall responsibility for financial management at the project site in line with the project proposals;
· Monitor expenditure and budget compliance on a regular basis;
· Report any concerns to the Programme Coordinator and develop plans to mitigate any under or over expenditure at project level;
· Provide support to the (South Turkey) Senior Finance Officer and (DDD Head Office) Finance Coordinator with payment of salaries, running costs and cash management, when required;
Human Resource Management
· Responsible for the well-being of all team members;
· Contribute to recruitment process of national staff;
· Responsible for national staff disciplinary and grievance procedures;
· Maintain good inter-team communication, engender good team dynamics, and exercise suitable action/s for any issues raised;
· Support team members professionally and monitor and support stress management;
· Carry out appraisals as per DDD standard requirements and procedures;
· Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed;
· Responsible for capacity building and training of national personnel;
Representation
· As requested and in coordination with the Programme Coordinator, carry out representation with other NGOs, UN agencies, local/national government bodies, donors and other relevant parties;
· With the support of the team, carry out representation and ensure good coordination and strong acceptance with local authorities, including municipalities, public health directorate, general direction of migration, governorate, directorate of education, directorate of family and social policy;
· Participate and collaborate in all relevant meetings;
· Build a strong relationship with all partners working in the area;
Safety and Security Management
· Ensure appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed by the Security Focal Person (SFP);
· Continuous situation analysis and updating security procedures with the support of the SFP at Head Office, Istanbul;
· Implementation of security procedures in collaboration with the SFP;
· Ensure team security and safety in a highly changeable and volatile security environment in collaboration with the coordination team;
· Ensure timely and accurate security/incident reports are sent to the SFP, Programme Coordinator & Operations Director;
Reporting
· Contribute to the situation report (SITREP);
· Produce monthly reports on project achievements;
· Produce donor reports, as requested;
· Contribute to proposals and reporting towards donor, UN Coordination System and authorities;
· Documenting and updating Programme Key Data and Information;
· Documenting all relevant meetings;
· Provide regular reporting to the Programme Coordinator, upon request;
· Provide a mission report and/or handover document at the end of contract;
Other tasks related to the position
· Participates in the team meeting;
· Ensure regular contacts with Programme Coordinator;
· Perform any other duties related to the position, as required by DDD Management.
NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description can be adjusted throughout the year according to needs and priorities.
EXPECTED PROFILE
Education & Qualification
Master or equivalent qualification in social science, political science, project management, international development preferred;
Professional experience
· Minimum 3 years of previous experience at similar or equivalent positions;
· Experience with in emergency contexts, managing programmes, preferably within the health sector;
· Previous experience of project planning and budget holding; proposal and report writing;
· Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.);
· Experience of security management at the field site level;
· Capacity building and training of local partners;
Skills and qualities required
· Familiar with multicultural environment;
· Strong leadership skills and a supportive management style (experience managing national and expatriate staff);
· Experience in management of multi projects budgets;
· Knowledge of Saga is an asset;
· Ability to work under a minimum of supervision;
· Ability to take initiatives and responsibilities;
