GENERAL DESCRIPTION
Big Heart Foundation has been operational in northern Syria since June 2013 responding to the needs of conflict affected populations. Big Heart works in Idleb, Hama and Aleppo governorates to provide essential food and Non-Food Item (NFI) assistance to highly vulnerable populations and is currently expanding the Syria programme to also respond to Water, Sanitation & Hygiene (WASH), Economic Recovery & Development (ERD) and Education needs.
ROLE Description
Big Heart Foundation is looking for a WASH Advisor to provide leadership, technical expertise and oversight to the delivery of Big Heart WASH programming in northern Syria. He / She will work closely with WASH staff in Turkey and Syria to design, plan, implement, monitor and evaluate activities designed to increase access to water, sanitation and hygiene through rehabilitation of water systems and ongoing support for Operations & Maintenance (O&M). A key part of the role will be capacity building of national WASH staff, including remote support to the WASH team inside Syria. In addition, the WASH Advisor will ensure effective communication and relationship building between Big Heart WASH staff and Water Units / other community stakeholders in targeted areas.
Tasks and Responsibilities
- Working with the HoP and WASH staff in Syria and Turkey, provide technical oversight and leadership to the design and delivery of all WASH programming activities, ensuring these are in line with best practice and Cluster guidelines and compliant with partner and donor requirements. This will include development of appropriate hygiene promotion strategies.
- Direct line management of the Senior WASH Officer (based in Turkey) and provision of capacity building, technical support and training to WASH teams inside Syria and in Turkey (including engineering and community liaison staff).
- Oversee the preparation of detailed activity and work-plans for all WASH activities, including coordination with Logistics and Procurement staff on development of - and timely delivery against - procurement plans for all equipment needs.
- In coordination with Water Units provide technical oversight and guidance to detailed assessments of targeted water systems and the development of agreed, costed plans for rehabilitation, repairs and – as feasible - improvements to targeted water systems.
- Support the development of Water Unit O&M requirement projection tools and support the WASH team inside Syria to implement these systems, working closely with Logistics.
- Work with the M&E and WASH teams on the design and roll-out of systems to monitor and analyse WASH programme delivery (including water system delivery) in line with donor compliance and accountability requirements. This will include development of appropriate assessments for Big Heart WASH and Water Unit staff to collect necessary water distribution network data.
- As required provide input to preliminary assessments into additional water distribution systems and/or sewer system assessment.
- Ensure all WASH activities are adequately resourced through accurate budget development, including budget management of existing resource to ensure programme objectives are achieved to the highest possible standard.
- Working with the Senior WASH Manager, ensure effective coordination and information sharing with other WASH actors operational in northern Syria, including representation and timely reporting to the WASH Cluster.
- Line Management of the Senior WASH Officer based in Turkey (national position).
- Any other tasks at the request of the Line Manager.
COMPETENCIES REQUIRED
****Languages:****Excellent oral and written (English) communication skills; Oral and written (Arabic) communication skills a distinct advantage.
****IT:****Proficiency in using standard computer software, with proven ability to model water distribution systems using EPANET (or equivalent) software
****Personal skills****: Excellent interpersonal, motivational and management skills; Strong communication, analysis and writing skills; Strong interpersonal skills; Proven record incapacity development and provision of on-going / on-the-job trainings; Ability to work under pressure with minimum supervision; Knowledge of Sphere and commitment to humanitarian principles; Enthusiastic, flexible and with the ability to work long hours to meet project needs.
****EXPERIENCE REQUIRED****
At least five years of experience in a management/team leader role implementing water distribution network projects in emergency / early recovery contexts. This should include modelling water distribution systems using EPANET (or equivalent) software.
Experience with, and understanding of, procurement procedures and constraints within humanitarian interventions
Proven track record in successfully building team and staff capacity
Previous experience working in a remote management context
Prior experience and understanding of the Syria conflict is a distinct advantage
EDUCATION REQUIREMENTS
A degree in water engineering or related engineering field. Master’s Degree in Water / Sanitation engineering/ Public Health or equivalent is desirable.
