BACKGROUND
Syria is facing the largest humanitarian crisis of the 21st century with hostilities on-going, the number of refugees in the neighboring countries with Humanitarian needs in Syria have increased since the beginning of the crisis, with 12.2 million people in need of humanitarian assistance, including 7.6 million IDPs and more than 5.6 million children in need of assistance. An estimated 4.8 million people are in need of humanitarian assistance in hard to reach areas and locations.
JOB PURPOSE
NRC is seeking candidates for the position of Data Management Officer to be based in Gaziantep, Turkey. The Data Management Officer will play a key role in developing systems for data collection, storage and use across the Country Office. S/he will also support efforts to improve the quality and use of M&E data, though continuous capacity building for field staff, and the provision of timely and high quality analysis and reporting.
REPORTS TO
The Data Management Officer reports to Monitoring and Evaluation Project Coordinator (M&E PC).
Job description
- GENERIC RESPONSIBILITIES
- In close coordination with the M&E PC and consultant, support the management of the data management system pilot (system set up, training and ongoing support to field teams, managing the online interface and form builder, device and user management, troubleshooting, etc.)
- Process and analyse routine M&E data captured by NRC field staff such as beneficiary registration and verification, baseline/endline surveys, and Post Distribution Monitoring (PDM) surveys.
- Support the Rapid Assessment Team to analyse data on needs and calculate vulnerability scores for beneficiary selection.
- Work with the M&E PC and field staff to develop systems for capturing and managing data on beneficiaries as well as relevant output and outcome indicators.
- Support field staff to develop templates for M&E data capture throughout the project cycle.
- Provide training for NRC and partner organisation staff on relevant aspects of data management.
- Conduct ad hoc data audits to identify issues with data quality, reliability and relevance, and communicate problem areas to the M&E PC.
- Support programme staff to create and maintain databases and spreadsheets that meet NRC’s M&E requirements.
- Support the field M&E Officer to develop feedback and complaints mechanisms using appropriate technologies.
- Supported by the Data Management Assistant (when recruited), manage the use, maintenance and technical support of the Country Office database (when developed), including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
- SPECIFIC RESPONSIBILITIES
- Continuously report to the M&E PC (frequency and mode of reporting to be agreed upon).
- Supervise the Data Management Assistant (when recruited) and provide ongoing mentoring and support, including identifying appropriate training and capacity building opportunities.
- Support the M&E PC to identify areas where training and/or technical support is required for M&E and programme staff.
- Make recommendations for further systems development and additional capacity required to ensure effective management and use of data across the Country Office.
- Any other duties as discussed and agreed with the M&E PC.
Qualifications
- Minimum 4 years of previous job experience relevant to the function or in data management, statistics, analysis and information technology.
- Advanced MS Excel skills and experience of working with MS Access is required. Previous experience of working with SPSS, STATA, Epi Info or R is desirable.
- Good understanding of Understanding of data and information needs for programme management and decision making.
- Strong data interpretation skills, report writing, and data presentation
- Experience of providing training and capacity building to staff.
- Previous experience in the humanitarian sector, in particular managing data for food security and/or cash and voucher programmes, is an asset.
