General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.

Job purpose:

GOAL seeks a MEAL Manager for the eighteen-month, ECHO-funded LINK program, as well as developing complementary program concepts within livelihoods and social cohesion. The LINK program aims to connect vulnerable and marginalized communities to available state services and non-state services in Ankara, Gaziantep and Sanliurfa using the Individual Protection Assistance Approach. LINK activities will be primarily implemented by two local partners and GOAL’s role will be focused on provision of M&E, technical assistance and overall project coordination.

The primary responsibility of the MEAL Manager is to support the Head of Programs (HoP) and the Protection and Inclusion Coordinator (PICo), by ensuring robust and well-structured monitoring databases and provision of real time analytics to guide the quality of the programme and implementation. The MEAL Manager will also work closely with the implementing partners.

The MEAL Manager will provide leadership and technical oversight to ensure that GOAL’s MEAL system is implemented effectively. S/he will be the focal point in the programme for all aspects of MEAL. A key part of the role will be capacity building of partners and overseeing the Management Information Systems related to individuals receiving support from IPA.

Advocating for accountable programmes will be key to this role which should ensure evidence-based programming and donor compliance in a difficult context. The MEAL Manager will line manage two MEAL Officer (to be recruited) and be supported technically by the GOAL’s global MEAL advisor team.

Duties, objectives and competencies

Key Responsibilities

  • Leadership and Management of two MEAL Officers
  • Oversee the LINK MEAL budget, Assist in the development of new budgets for future programs.
  • Provide capacity building, technical support and training to the MEAL team based in Turkey and GOAL’s local partners on all areas of MEAL
  • Work with the Global MIS advisor to ensure MEAL Management Information Systems (CommCare + Power BI) are used for all MEAL activities.
  • Work with the partners and MEAL Officers to ensure systematic monitoring and evaluation of programmes, and compilation and sharing of lessons learnt.
  • Maintain and update the MEAL Framework for the country programme, bringing together tools and outlining systems. Develop new tools as required.
  • Develop or update MEAL plans, and ensure that routine project monitoring take place on time
  • Ensure use of Power BI software to facilitate near real-time analysis for each sector, promote learning, and work with the to initiate timely evidence-based corrective action where required
  • Work with the Head of Programs and the Protection and Inclusion Coordinator (PICo) on keeping updated information for programme mapping and ensure stakeholder analyses are completed from time to time.
  • Coordinate the continued review and feedback process using the online recommendation tracker system
  • Coordinate, supervise and review all assessments, evaluations and research - Initiate and work with Program Coordinators in designing and conducting programmatic analysis, surveys and evaluations.
  • Be an advocate for learning in the programme ensuring that learning is captured and shared effectively, including case studies.
  • Lead the development of internal data reports (Project Indicator Tracking Reports, Global Indicators, Annual Country Plan) for Dublin and other reports or updates as needed.
  • Ensure compliance for all participants and beneficiaries in the Turkey programmes in terms of data privacy, informed and signed consent and data protection.
  • Liaising with donors and other project stakeholders as required

Proposal Input

  • Feed into the overall country programme strategy, providing data and analysis as required for strategic purposes and new programme design, including proposal development
  • Support the Head of Programs (HoP) and the Protection and Inclusion Coordinator (PICo) in the development of strong data collection and monitoring & evaluation plans within each proposal, including work on log-frames and indicators,
  • Participate in and / or co-facilitate grant opening, closing and other management meetings in collboration with the Head of Programs (HoP), Financial Controller and respective Program Coordinators

Accountability

  • Oversee the roll-out of activities and training within the GOAL Turkey Accountability Framework and update the framework as needed.
  • Ensure effective oversight and smooth running of GOAL Turkey’s community complaints and response mechanism.
  • Continue to develop and improve on GOAL’s independent monitoring systems meant to ensure compliance with Core Humanitarian Standards, and accountability, both to beneficiaries and to donors.

Other Duties

Requirements (essential)

  • Formal qualifications at a graduate or postgraduate level in monitoring and evaluation, ICT4D, International Development or other relevant MEAL subjects
  • A minimum of three (3) years’ overseas practical working experience in a managerial capacity with M&E or Accountability activities within a humanitarian programme or similar
  • Strong knowledge of and demonstrated practical experience MEAL methodology (particularly appropriate quantitative and qualitative/participatory research methods), data analysis and report writing.
  • Good communication, interpersonal and motivational skills and a proven ability to lead a team under challenging field conditions
  • Advanced skills with MS Office (particularly Excel).
  • Experience designing applications/forms with ODK-based digital data collection software (e.g. CommCare, SurveyCTO, ODK, iFormBuilder, Kobo, etc.)
  • Understand relational data models (one to one vs. one to many).
  • Good understand of monitoring and evaluation basics – including tracking progress against objectives, preparation of Logframes, indicators etc, and analysis of quantitative and qualitative data.
  • Knowledge of Sphere and Core Humanitarian Standards.

Requirements (desired)

  • Proficiency in Arabic and Turkish an advantage.
  • Proven management skills with the ability to quickly re-prioritise activities to meet the demands of the programme in a rapidly changing context;
  • Demonstrated ability to anticipate delays and bottlenecks, analyze risk and preemptively manage it.
  • Commitment to capacity building staff and partner organisations;
  • Excellent presentation, oral and writing skills in English;
  • Good team player, flexible and capable of working with a multinational country team, and capable of working under pressure.
  • Demonstrated experience with staff management; experience in distance management a plus
  • Proven capacity to build the MEAL skills of colleagues, partners and community members.
  • Confident presentation and facilitation skills, a proven record in the provision of training a plus.
  • Experience working with Power BI.
  • Knowledge of statistical software packages, such as SPSS, Stata and/or R preferred.
