BACKGROUND:
SHAML is a coalition of Syrian CSOs that share a vision of building a Democratic future for Syria that respectsand adheres to Human Rights, Gender and All-citizens Equality. In realising this vision; SHAML members coordinate and cooperate to achieve high quality organizational practice; mainstream their shared Values as core component of their work, and advocate and campaign for wider adoption of these Values. For achieving this; Shaml:
• Supports achieving excellence through organizational development for its members, with a special focus on mainstreaming our shared Values: Democracy, Human Rights, Gender and All-citizens Equality, as an essential component in our organizations.
• Builds a unique identity for the Coalition and its approach; and promote our shared Values through sharing of knowledge and learning and implementing activities for that purpose.
• Advocates and campaign for Shaml’s shared Values aiming for them to be adopted within other Syrian CSOs, and as part of the future of Syria.
PURPOSE OF THE POSITION:
the MEAL officer is responsible for overseeing project’s monitoring and evaluation (M&E) activities and analyzing M&E outputs. In addition to these core tasks. He/she will be responsible for creating and managing the M&E database, systematically collecting, analyzing and presenting program data for program staff, partners, donors, and for preparing monthly and quarterly program indicator reports, and will contribute to the organization’s data collection and management systems.
ROLES AND RESPONSIBILITIES
MEAL System development and implementation
Assess overall performance, and compliance with the annual objectives in the organizational strategy.
Supporting the development of systems and processes for the implementation of MEAL strategy as well as procedures such as
o Designing Log frame, M&E plan, and ITT for the current projects.
o Developing M&E tools by platforms
o Design questionnaires for assessments , and questionnaire manuals for data collection team
o updates about projects progress
Manage day-to-day operations of the M&E data collection, data entry, filing analysis and reporting, and oversee field staff tasked with data collection.
Design and develop consistent monitoring and evaluation plans, formats, and reporting systems across activities.
Review and improve the M&E system in close collaboration with program management teams.
Collect/collate and analyse performance indicator data, and assist with evaluations and assessments.
Monitor implementation of activities to support effective use of resources.
Coordinate quarterly, semi-annual, and annual data analysis and reporting for all program and activity indicators.
Maintain up to date accurate source documents for all program and activity indicators.
Produce a variety of written documents, presentations and visual representation of data, and synthesize and analyse data for summary and program reports on M&E findings.
Assist program teams to identify performance indicators which will demonstrate project outputs, outcomes, and impact.
Program development and MEAL:
AAP (Accountability to affected population) mechanism
· Build and manage the beneficiary accountability mechanism (complaints response mechanism) answering calls, logging complaints, responding to emails, and forwarding to relevant colleagues for follow up.
· Acting as focal point for shaml’s referral mechanism: receiving information from field teams, forwarding and following up on referrals to relevant departments
· Analysing collected data from field and preparing distribution and verification forms.
· Designing questionnaire by Kobo toolbox and IFORM builder for PDM and PVM and analysis the results.
· Managing database of beneficiaries in Youth program.
· Developing tools on IFORM builder to improving CRM
Syria youth initiative program:
M&E officer will develop appropriate M&E tools and mechanisms and will provide monitoring of the implementation of the entire Syrian Youth Initiative Program and of the individual Coalition partners’ projects. She/he will work with Shaml Coalition to capture lessons learned, best practices, success and challenges and will conduct the final internal Program evaluation and produce a high-quality report, which will be used for planning of future interventions and for local and international advocacy. The Program M&E officer, will participate in all Steering Committee Meetings and will take the lead in:
▪ Facilitation of relevant session during the Program Planning Workshop
▪ Development of Program M&E Plan
▪ Support to Field Partners in development of synchronized M&E plans for their respective projects.
▪ Assistance and support to Youth Advisor in development of curriculum and provision of Information Gathering Training to relevant staff of all six (6) Field Partners
▪ Facilitation of relevant session during the Program Design Workshop
▪ Conducting of Final Program Evaluation and elaboration of the Program Evaluation Report
▪ Take active part in the Final Program Event and present the Program Evaluation report
Learning & Partnership Development
Provides meal consultation services for coalition members
Supporting SHAML members and building their capacity in M&E issues and in the management of information systems, such rolling out required formats, key indicators, needs assessments, frameworks for evaluation, qualitative documentation of outcomes and impact of projects
Coordinating the sharing of learning related to M&E practices, encouraging consideration of results both between and within Shaml organizations.
Participating in the development of tools and guidelines for data collection, collation and reporting, managing a centralized collection of data for Shaml and its members.
Education degree (or Bachelor’s Degree with additional 2 years of experience if no Masters qualification) in information technology, information systems, statistics, information management, web development, database, GIS or other relevant field.
2 years of experience in implementing Monitoring and Evaluating Frameworks which brings together all the surveys, assessments, consultations, monitoring and practicing in research activities, preferably within an NGO environment. Preferred statistical background and understanding plus some project and team management experience. Experience of creating and implementing Needs Assessments is also an advantage.

PERSONAL SPECIFICATIONS:
Excellent understanding of the Syrian context in general, and specifically Syrian civil society.

Language Skills:
Strong knowledge written and spoken English
Strong knowledge of Arabic is required
Turkish language is an added value
