Description

SCOPE OF WORK

Protection & Education Coordinator is responsible for the overall management, strategic, Technical development and monitoring of Women, Children and Youth Programming in Syria and Turkey covering education and protection. This includes sector strategy development, proposal development, technical oversight, staff management and development, administrative supervision, budget management, grants compliance and partner relations. Moreover, he/she will support the Country Program Team in the planning, design, implementation, supervision, and potential expansion/development and administration of technical Protection & Education interventions.

Responsibilities:

Strategic direction of the program

· In consultation with the Programme Manager, lead the strategic direction of the Protection & Education programs. This involves an analysis of external and internal context and the development of detailed Protection & Education sectors strategic plans.

· Contribute actively to the development, revision, monitoring and implementation of the MWL Strategy and the development of related country sector strategies and emergency preparedness Plans.

· Ensure that all work follows the MWL Strategy Framework, the MWL Turkey Strategic Plan and MWL global policies and procedures, donor contract and agreement obligations.

· Ensure that all Protection & Education projects are aligned to the sector strategy and country strategy and develop monitoring, quality and impact indicators to monitor the achievement

MWL strategic plan and sector strategy

· Maintain an overview, monitoring and analysis of the external and internal parameters of the humanitarian and development context and use own skills and experience in providing proactive scenario development.

· Contribute to updates of the MWL Turkey Safety and Security Management as appropriate.

· Representation, Coordination and Advocacy

· Enhance coordination and advocacy with other stakeholders so as to avoid any overlaps and duplication of projects with other actors.

· Attend monthly and quarterly coordination meetings in Turkey and share minutes of meetings with the Programme Manager and another concerned staff;

· Generate Protection & Education related data to be used by the Programme Manager, food security cluster, and other relevant staff to influence donor policies with the purpose of generating more funding;

· Improve collaboration and cooperation with other partners and donors featured in the engagement of more partners and donors and the achievement of more harmonization;

· Ensure that all MWL Protection & Education projects are in line with the contextual dynamics and priorities agreed among stakeholders in Turkey.

· Built good relationships with authorities, partners, international and national organizations, authorities in the region and the country

· Represent MWL in external coordination meetings with UN/ NGOs, donors, partners and government in Turkey.

Program Management and Business Development

· Coordinate and support all Protection & Education programs and components within MWL to ensure timely, effective and quality activity set-up, implementation, and monitoring, evaluation and learning.

· Provide leadership on program development and strategic planning; and actively pursue new program funding opportunities in-line with the program framework and the country program’s strategic outcomes.

· Identify gaps in the Protection & Education programs and work with the team to develop innovative approaches and mechanisms to address them.

· Conduct regular field visits to assess program quality and progress toward objectives and facilitate collective problem solving with staff and other stakeholders to address challenges identified.

· Develop and maintain a monitoring & evaluation plan and framework for current and new Protection & Education programming, ensuring ethical and systematic processes of data collection, analysis and information sharing.

· Ensure programs and activities are locally led and owned by the individuals and communities who the MWL serve.

· Actively identify, build and promote partnerships with INGOs, UN agencies, local and national women’s groups, organizations and networks working on VAWG and Protection & Education issues, with the objective of facilitating strong coordination and collaboration.

· Proactively work with other MWL programs in Health and Education to identify areas and opportunities for collaboration, design integrated proposals, and collectively implement projects that multiply positive outcomes for the people we serve.

· Ensure that all interventions are in compliance with the MWLs program framework, international CP and educational standards and national policies.

· Ensure that programs are in line with INEE Minimum Standards, CP Minimum Standards, GBV Minimum Standards and SPHERE Protection Standards.

· Oversee implementation of CP especially education programs, management of budgets (budget forecasting, development of spending plans and budget follow-up) and reporting in accordance with MWL and donor regulations.

· Promptly identify and recommend solutions to technical issues.

· Collaborate closely with other program departments and support departments.

· Other duties as assigned by the supervisor to enable and develop MWL programs.

Grant Monitoring & Reporting

· Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

· Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and implemented in all CP programs, that activity, output and effect data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.

· Work with Protection & Education staff to design robust monitoring tools for remote monitoring and ensure program quality including education achievement measurements.

· Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for MWL M&E purposes

· Produce/contribute to MWL and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.

· Overall responsible for Protection & Education program budgets. Monitor budget spending in line with the spending plans, budget vs actual analyses, and develop remedial plans where necessary to ensure budgets are optimally utilized.

· Work with the field teams in the development of Protection & Education program budgets, cash projections and spending plans and any other grants as may be required, and to ensure diligence in grants utilization.

· Work with the Grants Manager to ensure all Protection & Education grants are in compliance with donor guidelines and contracts/ agreements including budget flexibility and reporting requirements.

· Ensure high-quality and timeliness of MWL and donor reports on activities, indicators and achievements.

Staff Supervision & Development

· Work closely with staff from various programmatic and operational teams to deliver high quality activities at the community level.

· Maintain open and professional relations with other refugee response programs, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

· Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.

· Manage education teams, providing continuous support and ensuring capacity building of staff.

· Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.

· Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.

· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.

· Lead with commitment, integrity and accountability to the “MWL Way” – Global Standards for Professional Conduct

· Supervise and provide ongoing support, capacity development and mentoring to the national Senior Protection & Education Managers, supporting them to do the same with the national Protection & Education Managers they supervise, including (but not limited to):

o Budgeting and grants management.

o Project and HR management.

o Leadership, delegation, decision-making, problem solving, strategic planning, and conflict management.

o Technical performance management support (setting of objectives, appraisals and professional development action plans and follow up).

· Develop and facilitate practical, participatory “learning by doing” workshops and capacity development initiatives for the Protection & Education team, designed around areas collectively identified by the team, such as: team and solidarity building; project management; technical VAWG/ Protection & Education practice; developing ideas and programs; PSS and staff care and well-being.

· When required, lead on the recruitment of new Protection & Education program staff, consultants or other external support, in coordination with HR.

· Ensure effective team communication and support between team members based in Freetown and the three field sites, including opportunities for debriefing and staff well-being and care.

Technical support

· Ensure the technical aspects of the programming are implemented using best available practices.

· Provide and document quality technical advice to all program staff to ensure that quality control measures are fully understood by program teams. This will involve regular visits to the program areas and providing feedback

· Develop program quality indicators based on the Protection & Education strategic plan and monitor program quality in consultation with the staff, communities and local authorities.

· Ensure all projects are in line with the internationally accepted standards.

Financial management

· Lead the development of realistic budgets for the program in the short-term and the long-term and identify the areas which require fundraising.

· Review sector budgets and expenditures and advice the projects coordinator and DPP accordingly.

Program quality and impact evaluation

· Take an active and hands on role in assessing impact and changing trends, advising on appropriate interventions and implementation where necessary and regularly review these against forecasts and action plans to enable integrated planning

· Responsible for developing clear exit strategies from the current emergency Programme ensuring that it links into recovery and longer-term programming.

· Learn the new impact evaluation methodologies and consider the application of these methodologies in Protection & Education programs and projects.

Coordination, Representation and Advocacy

· Activity participate in national level coordination meetings and working groups.

· Proactively build strong working alliances with other international and national actors/organizations working on Education, Protection and Empowerment for Children, Youth and Women.

· Proactively develop and maintain effective working relationships with other key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors; maintaining MWL as a key contributor to addressing VAWG and Protection & Education issues.

Requirements

· Advanced degree in social sciences, humanities, human rights, gender, or other relevant field or the equivalent in professional work.

· Three years’ experience in CP and GBV/VAWG programming, with a specific focus on women, girls, boys and youth.

· Demonstrated coordination, networking and relationship building skills with key partners including government, donors, INGOs, national and local organizations, UN agencies.

· Demonstrated experience in successfully leading, building and strengthening a program team in a dynamic, challenging and changing context.

· Demonstrated experience in supervising, mentoring and building capacity of national staff.

· Strong experience, knowledge and skills in participatory methods, community development and partnership.

· Demonstrated experience in facilitating practical workshops and educating others on issues including - violence against women and girls, GBV, adolescent girl’s protection and empowerment, GBV response and service provision, women’s networking and movement building, leadership, advocacy, psychosocial support.

· Strong ability to respect differences of culture, opinion and lived experiences while upholding rights-based principles and women’s protection and empowerment.

· Excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple partners.

· Strengths in listening, empathy, flexibility, and creativity.

· Education and Protection Coordinator must have good technical experience in Gender Issue, GBV, CP minimum standard, SHLS and INEE.

· Fluent in English.

· Proficient in MS Office applications (Word, Excel, Outlook).
