Position Summary:

The purpose of this consultancy is to assess the strengths and weaknesses of the RI and SAMS pharmaceutical supply chain management from the initial vendor up to dispensing to the patient. The consultant will facilitate a 3 day kick-off workshop inside of Gaziantep with SAMS and RI staff then coordinate the collection of data along the various points of the supply chain. The consultant will design all the data collection tools with input from the SAMS and RI teams, collect primary data where possible (inside of Turkey), and train teams to collect data where the consultant cannot access (inside of Syria). The consultant will review all of the data collected, analyze the data, and make recommendations for strengthening supply chain management at key points. The consultant will hold a summary workshop at the end of the consultancy and present all of the findings and recommendations and facilitate capacity building planning session for SAMS and RI.

Scope of Work:

Consultancy Deliverables:

1) Handover of assessment tools to RI and SAMS.

2) Written analysis of assessment and key recommendations

3) Notes and photos of the kick-off workshop

4) Notes and photos of the summary workshop

5) Joint capacity building plan for RI and SAMS

Tasks and Deliverables:

1) Develop all the assessment materials. These may be adapted from previous assignments or professionally recognized sources but must be adapted in consultation with SAMS and RI for the operational context.

2) Hold a kick-off workshop with SAMS and RI to discuss the assessment tools, the methodology for collection, the collection plan, the analysis plan.

3) Facilitate data collection inside of Turkey and remotely inside of Syria using SAMS and RI staff.

4) Analyze the data. Preferable to include SAMS and RI M&E staff for secondary capacity building.

5) Present that analysis and recommendations for capacity building for each organization along the various points of the supply chain and facilitate the development of a capacity building plan with specific activities, timelines, and persons accountable to move the plan forward.

6) Develop adaptable pharma supply chain management tools and checklists to monitor OFDA compliance.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

Qualifications:

1) Minimum of 5 years experience in humanitarian, pharmaceutical supply chain management including: the logistics cycle of health commodities, LMIS, forecasting and quantification

2) Experience with Logistics Indicators Assessment Tools (LIAT)

2) Experience with OFDA pharmaceutical requirements as well as IEHKS

3) Experience conducting workshops.

4) Experience assessing supply chains, experience with USAID Deliver Project is desirable.

5) Understanding of the Northwest Syria context.

6) Availability within the given time frame.

7) The ability to travel to Turkey.
