How can you make a difference?

This position functions as part of an out-posted Regional Office team in Istanbul. It will directly support the 4 professional staff working in the evaluation function (1 in Geneva, 2 in Istanbul, 1 in Almaty), and involve close collaboration and regular communication with the RO in Geneva, Almaty Bureau and the Turkey CO in Ankara.

Summary of key functions/accountability:

  • Collects information on programme and evaluation activities in the region and supports knowledge management activities, taking responsibility for the regular maintenance of the RO ECM and OneDrive for evaluation. Contributes to external communication efforts.
  • Maintains a monitoring system, built on corporate systems, to track evaluation completion rates and quality in the region.
  • Provides support on budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure for Evaluation. Monitors budgets and financial expenditures of the evaluation pooled fund, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
  • Prepares periodic and ad hoc reports on evaluation expenditure (RO and CO), supporting routine internal and external donor reporting as relevant for Evaluation. Organizes data and information, prepares and maintains records, documents and controls plans for the monitoring of the RO annual evaluation workplan implementation.
  • Maintains rosters of experts (evaluation specialists, copy editors, etc.) needed for evaluations, supports contracting processes for the recruitment of consultants, prepares payments and ensures final evaluations at the end of the consultancy assignments.
  • Supports competitive tendering processes for institutional contracts for evaluation, liaising with the evaluation manager and procurement team. Manages long-term agreements, tracking use and ensuring timely payments.
  • Assists in procurement of equipment and supplies for the evaluation team and supports logistical arrangements (travel/visa) for the 4 UNICEF evaluation staff – liaising as needed with RO operations.
  • Maintains the RO team travel and leave calendars for the Evaluation staff, ensuring that they are up to date. Monitors flexible work arrangements of the team.
  • Provides administrative and logistical support to evaluation events organized by the RO.

  • Completion of secondary education, preferably supplemented by technical or university courses related management and/or communication.
  • A minimum of 5 years of progressively responsible administrative or clerical work experience is required. Working experience in UN system is an asset.
  • Fluency in English and Turkish is required. Knowledge of Russian is an asset.
