Context:
IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).
The conflict and violence in Syria continues to cause large-scale displacement of populations. Over 6 million people remain displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to vulnerable IDPs living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a
growing challenge to reception communities’ capacity and host government’s response mechanisms.
The United Nations Security Council – through Resolution 2393 – allows the UN and its partners to provide cross border assistance from Turkey to Northern Syria. IOM Turkey’s cross-border humanitarian assistance in Syria is managed from Gaziantep. Along with the provision of non-food items (NFIs), IOM’s Shelter and Camp Coordination and Camp Management (CCCM) programming are amongst the largest being implemented by IOM Turkey.
Under the overall supervision of the Head of Sub-Office (HoSO), and the direct supervision of the Senior Programme Coordinator (Cross-Border), the successful candidate will be responsible and accountable for the technical supervision and implementation of Shelter and Water, Sanitation and Hygiene (WASH) activities for the Cross-Border operations managed from Turkey and implemented inside of Syria. Work will be carried out in accordance with holistic settlement approaches, including close coordination with other IOM programmes including CCCM to support site decongestion, and participation in the Shelter/NFI and WASH clusters. The role will require contributions to partner capacity building in distribution, programme and construction management.
Core Functions / Responsibilities:
Provide direct supervision over the Shelter/WASH unit staff, including responsibility for training, project monitoring and support.
Provide technical inputs for the development of IOM’s overall response strategy, as well as for the development of sector specific response plans for shelter, settlements and WASH.
Provide technical and budgetary monitoring, and plan and coordinate implementation of IOM shelter and WASH activities inside and outside of camps.
Liaise with protection, livelihoods, NFIs and CCCM teams to support populations as they move from sites to repaired and rehabilitated buildings and shelters. Participate in data collection and analysis processes to facilitate the tracking and feeding of data on those moving to repaired / rehabilitated shelters into the operational response.
In close collaboration with the Programme/Project Managers (PMs) in the unit, provide technical inputs and assistance for the development of strict risk and remote management protocols, in coordination with the Risk Management Officer. Keep a close watch on potential fraud or diversion and immediately bring any issues to the attention of the supervisor. Check staff and partners are aware of and adhere to IOM policies, including those on PSEA.
In coordination with capacity-building focal points, contribute to the development of training curricula and conduct training for partners in distribution, construction project management and technical components of shelter rehabilitation.
Participate in Shelter/NFI and WASH clusters, as well as the CCCM Cluster as pertains to Shelter/WASH implementation.
Draft, submit and follow up on procurement plans for required Shelter and WASH programming to the Senior Programme Coordinator, HoSO or other relevant management, including specifications for all items with guidance from Global Shelter & settlements/CCCM and WASH Support units in Geneva.
Liaise with respective clusters, local authorities and national/international non-governmental organizations tasked with service delivery at displacement sites.
Work with HoSO, Resources Management Officer (RMO) at field level to track activities expenditures and highlight issues as they arise.
Carry out appropriate data and information management processes required for tracking the implementation of IOM’s projects and share information with relevant departments for coordination and reporting.
Contribute to the development of proposals together with Project Development & Reporting Unit and provide inputs for financial and narrative reports on Shelter and WASH operations as required by IOM, humanitarian and donor counterparts.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Architecture, Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Proven technical experience in shelter/WASH operations preferably at a managerial level, in emergency and conflict environments;
• Delivers on set objectives in hardship situations;
• Effectively coordinates actions with other implementing partners;
• Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;
• Has significant Shelter technical experience to guide and lead the Shelter and WASH project teams.

Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
