Turkey: Consultant (m/f/d) - feasibility study

Malteser International responds to the humanitarian crisis created by the conflict inside Syria since 2012. Programs are implemented in Iraq, Lebanon, Syria and Turkey.

In support of our work in Syria/Turkey, Malteser International is looking for a Consultant (m/f/d) to perform the

Feasibility study to assess the proposal “Sensitize and integrate persons with disabilities with a particular focus on refugees into the host-community in Turkey through physiotherapy and psychosocial services” for submission to the German Federal Ministry for Economic Cooperation and Development (BMZ).

Responsibilities:

The external Consultant undertaking the feasibility study is expected to assess the proposed intervention design and provide a qualified opinion on its feasibility as well as recommendations on maximizing the potential positive impact and mitigating risks.

To this purpose MI is interested in working with a national and/or international expert(s) as consultant.

Deliverables:

  • Detailed work plan, evaluation matrix

  • Evidence of the document review

  • Outline of the proposed, discussed and agreed upon methodology

  • Evidence of meetings with partners

  • Data collected (e.g. documentation of meetings with partners and reference given to the analysis)

  • Debrief after the site visits and meetings with partners

  • Feasibility study report

All deliverables to be submitted in English language.

Conditions:

  • Place of consultancy: Gaziantep, Turkey and the region

  • Fee according to qualification and experience

  • Timeframe: The consultancy is expected to take place as early as possible, preferably in the month of February/March 2020. The estimated timeframe is 10 days

  • Malteser International will take care of and cover for all local travel arrangements in Gaziantep, Turkey and the region

  • Malteser International will assist with the organisation of interviews with stakeholders, as recommended and aligned with the consultant

  • Malteser International will make sure that translation is available with all meetings at project location when necessary

  • The consultant will be responsible for insurance coverage and all necessary equipment (e.g. computer) as well as communication costs

Qualifications:

  • Excellent analytical and report writing skills and experience in elaborating feasibility studies for development projects

  • Experience in working with the public health sector, preferably in the wider field of physical rehabilitation

  • Knowledge in the field of psychosocial counselling would be an added value

  • Ability to work with minimal supervision, under time pressure, to organize himself/ herself efficiently in the country context, and to communicate and cooperate effectively with partners with different operating styles.

  • Knowledge of English in spoken and written language is a must. Arabic or Turkish is a strong advantage.

  • Financial offer including costs for travel, accommodation, per diem etc.

  • Information on previous experience, including CV and two examples of comparable pieces of work (or recent consultancy if no comparable work is available)

  • Information on availability for the assignment
