The Consultant is expected to provide technical support and be in constant communication with implementing partners and local authorities to monitor child protection services and psychosocial support services offered to Syrian children who are identified and referred through UNICEF programme activities in host communities. In addition, the consultant will be monitoring and supporting partners in the implementation of positive engagement opportunities for refugee adolescents and youth in host communities.
Under the overall supervision of the Child Protection in Emergencies Specialist based in Ankara, the Consultant is expected to:
More specifically, the consultant is expected to:
Contribute to programmes aiming at the improvement of psychosocial well-being, emotional stability and the protective environment for Syrian children and adolescents through providing constant technical support and communication with implementing partners and local authorities with the aim to improve the implementation and monitoring of psychosocial support services and child protection services offered to Syrian children identified and referred through the programme activities;
Contribute to programmes that expand positive engagement opportunities for adolescent and youth in host communities through providing constant technical support and communication with implementing partners and local authorities with the aim to improve the implementation and monitoring of peer-to-peer social cohesion, peacebuilding and child protection life skills programmes offered to Syrian adolescents and youth identified and referred through the programme activities;
Facilitate agreements on way forward, provide quality control and technical guidance to the Ministry of Education on the Syrian school counsellors' system development;
Provide technical expertise, conduct field monitoring and reporting on the development of psychosocial support services in temporary education centers; institutional capacity-development of the Syrian school counsellors' system and programmes aiming at increasing positive engagement opportunities for Turkish and Syrian youth in host communities;
Contribute to the overall implementation of UNICEF Child Protection programmes in host communities in the southeast of Turkey, including through engagement in protection coordination mechanisms.
EXPERTISE AND QUALIFICATIONS
General qualifications
University Degree or equivalent in law, education, social sciences, or child development or other field directly related to the substantive area identified in the title of the consultancy
2-4 years of increasingly responsible professional experience in the area of child protection, programme management and/or human rights, especially in humanitarian context(s).
Demonstrable knowledge in working on EU funded proposals, including reporting
Demonstrable knowledge in programming for services on protection, youth, GBV issues and capacity-building activities in humanitarian emergency settings
Excellent communication, facilitation and interpersonal skills
Fluency and excellent writing skills in English
Working knowledge of Arabic and/or Turkish strongly preferred
Specific qualifications
Demonstrable knowledge of programme and/or project management skills
Knowledge, skills, and experience in direct service provision and networking with provincial and local government and non-governmental organizations
Experience in culturally sensitive programming, essential
Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors
Knowledge, skills and experience in participatory methods for community development and mobilization.
Counselling skills and experience (recommended).
