CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

ROLE PURPOSE:

As Save the Children aimed to have a strong supply chain management to support program deliveries, Supply Chain Coordinator role will help the organization in market assessment, mapping out various suppliers and service providers in various cities of Turkey, and represent profile and interest of the organization to these suppliers and service providers. The post holder will also support the operation of Save the Children currently existing offices in Istanbul and Hatay and any new possible locations by providing regular supply chain service to the offices.

Supply Chain Coordinator should have very good knowledge and understanding of market in various cities of Turkey and ability to map various level of players in each market. In representing the organization profile and interest, the post holder will require to meet with various level of businessman and share profile, values, principles, and aim of Save the Children in order to gain good professional relationship for the benefit of the organization and children we serve.

SCOPE OF ROLE:

Reports to: Operations Manager

Staff Directly Reporting to This Post: Supply Chain/Procurement Officers, Asset Assistant

Budget Responsibility: None

KEY AREAS OF ACCOUNTABILITY:

  • Participate in development of country supply chain plan to ensure planning and sourcing stages are managed properly in accordance with best practices and as guided by Save the Children manuals.
  • Support country office in having constant access to main markets and suppliers in Turkey to ensure all sourcing for goods and services obtained to achieve Value for Money from the financial resources and budgets that are available to spend. This includes best price, quality and from main sources in the market.
  • Perform as main focal point in country wide market assessment, feeding information for supplier database, pre-qualification process of suppliers and service providers, due diligence process, pre-delivery verifications, customs and importation clearance, and representing organization to the suppliers and service providers.
  • When necessary, organize various meetings and workshops in various locations to better represent the organization to various players in the market.
  • Support in coordinating deliveries from suppliers to consignee address by ensuring multiple deliveries are planned, best route and time is considered, and recipients are informed about the shipment as well as its expected date of arrival.
  • Collaborate with Project Teams to develop quarterly and yearly procurement plans and sourcing pipelines. Establish FWAs and Contracts accordingly in order to achieve simple and accelerate program delivery and better value for money.
  • Instill the concept of proper resource management and utilization in means of negotiating and capturing savings within the procurement function.
  • Perform as Supply Chain focal point for Save the Children’s office in Istanbul and Hatay by providing all required services for operation of the office This includes all other non-procurement supply chain tasks.
  • When required, provide technical support to Save the Children partners in Istanbul and other cities in Turkey. In addition to participating in partners functional capacity building.
  • Perform any other tasks assigned by line manager or higher supervisors.
  • Reporting on main country office KPIs and ensuring steady performance against set targets. This includes maintaining up to date trackers, consolidating data and reporting to SMT and regional team on monthly basis.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Relevant university degree and a minimum of 3 years of prior experience in procurement and supply chain management, either from humanitarian sector with complex or large scale country programmes, or from private sector that has supply chain operation country wide and internationally.
  • High integrity personality.
  • Ability to travel to various locations in Turkey (sometimes can be with a short notice), using various means of transport, and be very mobile with short stops in each location.
  • Deep understanding on implementation of procurement procedures, regulations, and best practices.
  • Good understanding on Turkey markets country wide, delivery routings, and customs/importation regulations.
  • Diplomatic, with excellent written and verbal communication and interpersonal skills in English and Turkish.
  • Ability to organize workshops and trainings for external parties, organization representation, and excellent negotiation skills.
  • Experience in managing and supervising others in relevant department.
  • Ability to develop and review various procurement documents, this includes tendering and contract documents.
  • Ability to synthesize and analyze information, and make clear, informed decisions
  • Ability to build relationships quickly with a wide range of people, both internally and externally
  • To be able to work under pressure
  • Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
  • High computer literacy, especially in Microsoft Word, Excel, and PowerPoint.
