Role Purpose:
You will oversee the overall activities’ planning, execution and reporting of Protection project to be implemented in the north of Syria. The position will be based in SEMA’s Gaziantep office and will include the remote management of a team in Syria. You will be responsible for the overall activities’ planning, execution and reporting of projects. You will be directly assigned to, and responsible of the supervision of all logistics, HR, financial and overall functioning aspects of the projects.
Main Duties and Responsibilities:
Project Implementation
- Responsible for the management and implementation of the protection programme implemented in northern Syria. This includes all phases of the project cycle, from planning project activities, monitoring progress, ensuring accurate budget monitoring/spend as well as timely achievement of the project’s milestones and reporting on project results.
- Recruitment, training and development of the capacities of project staff.
- Managing activities in line with SEMA’s projects, Syria protection strategy and sectorial guidelines;
- Developing and maintaining a database of project outputs, activity tracking, training evaluation and achieved results to provide information for both internal and external reporting.
- Draft/update SEMA’s Standard Operating Procedures related to protection activities.
- Ensure timely procurement and smooth operational support in the field through close coordination with the Logistics Department, and provision of necessary program inputs (including regular updates of the project procurement plan, technical inputs for procurement, purchase requests, etc.).
- Plan relevant activities and related BoQs /procurement (according to SEMA’s SOPs), coordinate with the field team for feedback and planning, supervise and monitor the activities and report on the outputs and implementation details.
- Calculate regular cash needs related to protection coordination/capacity building activities.
- Ensure any needs are coordinated with the protection PC on a regular basis/as requested.
- Supervise field teams to ensure progress of plans, timely reporting of outputs, challenges, liaison with local partners and communities.
- Ensure that main programmatic decisions and plans are delivered to the field teams in a timely manner.
- Oversee timely preparation of relevant programme documentation for approval from Gaziantep programme and finance teams, including payment planning documents, beneficiary signature lists, Payment Approval Forms, etc.
- In coordination with the Protection PC, lead development and implementation of strict control mechanisms to ensure compliance with internal and donors requirements (procurement, approvals, and accountability and anti-fraud mechanisms).
- Review and approve key project documentation.
- Strive for continuous improvement of quality of the Protection programme by collecting, strengthening and sharing know-how and good practice internally.
- Through close monitoring of the context, developing approaches and activities ensuring promotion of the “Do No Harm” principles.
Human Resource Management
- Provide day-to-day support, coordination and mentoring to field teams in relation to Child Protection.
- Manage the project team, allocate tasks, monitor the completion, mentor and support their development (relevant skills and knowledge).
- Support the recruitment of new staff through contribution to the development of TORs, testing and interviewing of candidates.
Coordination
- Contribute to the planning of, and participate in, regular planning and activity status meetings with the field team and Gaziantep based assistants (in cooperation with line mangers).
- Coordination with all other SEMA’s Programme and M&E departments on assessments, analysis, procedures and implementation
Grant Development / Reporting
- Ensure timely reporting from the field, check reporting from field level for quality, accuracy, and consistency with internal and donor reporting requirements, and provide feedback to field teams for improvements as necessary.
- In cooperation with line managers, ensure that expected project results, outputs and outcomes under this positions’ authority are monitored and met within the project time frames.
- Coordinate with the field team for accurate data collection, compile and develop reports/ reporting inputs for key donors related to the activities under this position’s authority, as described within this TOR.
- Summarize and share weekly updates regarding the activities allocated with the Protection Coordinator.
- Cooperate and support any other tasks related to coordination and capacity building as requested by the Protection PC.
- Provide input for grant/donor and programme milestone and reports to Programmes
- Establish and implement internal reporting system.
- Update monthly situation report and Grant performance tracker.
Psychosocial activities’ follow up
- Technically Support the field team.
- Contribute to the identification of psychologist issue of the beneficiaries and support the team to deal with.
- Organize technical meeting with the team and the main stakeholders.
- Build his/her team capacities on Child Protection and case management.
- Train project teams and local partners on approaches, methodology and tools to understand how survivals of GBV, Child protection and other forms of violence are affected by their involvement in armed conflict and the occurrence of fighting.
- Manage directly if need be the most complicated cases.
- Train and / or re cycle teams on the proper use of situation assessment and case management tools.
Others
- Other tasks assigned by line manager corresponding to actual needs of the mission, programs, and projects.
- Substitute relevant colleagues (fully or partially) during their absence when assigned by line manager.
- Contribute to the continuous improvement of SEMA’s quality of work.
- Promote and model a positive, professional and respectful office culture.
Qualification, Experiences and Competencies:
- A Bachelor degree from a recognized university ( preferably B.A holders of ; education, sociology, psychology, gender studies or human rights ) with at least 3 years of experience in a similar position and duties in NGOs or INGOs
- High level of understanding gender and women’s protection issues.
- Rich experience in Project management methodologies and standards (preferably Project Management for Development certificate would be an asset),
- Rich Experience in data collection, analysis, and report writing.
- Rich Experience in designing and conducting protection related trainings
- Ability to take initiative and work without supervision.
- People management skills that include diplomacy
- Good ability to organize work, meet deadlines, maintain composure, prioritize works, coordinate multiple tasks and maintain attention to details.
- Ability to work with diverse people, communities, and cultures, with an understanding of cultural awareness practices.
- Demonstrated ability to transfer knowledge through informal and formal training Essential. (Preferred)
- Experience in budget management, reporting, and donor relations. (Preferred)
- Strong computer skills with proficiency in Microsoft Office (Word, Excel, and PowerPoint),
- Excellent communication skills
- Excellent skills in English and Arabic
- Ability and willingness to travel to field sites within Syria. ( if applicable)
