Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Under the Emergency Response Division, the expatriate will be recruited for this mission:
JOB CONTEXT
A critical humanitarian situation
More than 3 years after the initial start of the crisis, number of injured within Syria and neighboring countries is still rising, with a patent lack of immediate rehabilitation and psychosocial relief.
Voluntary returns and pendulum movements are hurrying the need for risk education dissemination.
PROJECT OBJECTIVES
HI implementation
Since December2012, HI Emergency Division is implementing an emergency intervention in North Syria addressing the needs of persons with injuries and / or disabilities.
HI is until now the only organization to address those issues through community outreach, and benefits from the trust of both communities’ representatives, local stakeholders and other field implementing organizations.
HI regional strategy
HI decided to develop and strengthen a regional strategy along 5 central points:
- Protection
- Health
- Basic Needs
- Inclusion
- Mine Action
Northern Syria
HI intervention in North Syria started in January 2013 through physical rehabilitation. Handicap International has designed an operation, aiming at improving the response to the needs of persons with injury and/or disability and reducing their vulnerability by addressing their basic needs and specific needs
Lately, HI launched its intervention in Kobané. This intervention is under review following the degradation of the security conditions in the area. Starting September, 1st 2015, this intervention will be implemented in the framework of a consortium with 2 other international NGO, for which HI will be the consortium leader.
Kobané intervention:
In the framework of the consortium, the activities that will be implemented by the 3 consortium partners from September, 1st until December, 15th 2015, are as follow:
• Component 1: Rubble removal
• Component 2: ERW and IED clearance
• Component 3: ERW/IED risk awareness
MAIN TASKS OF THE EXPATRIATE
1. Lead & coordinate the consortium
• You define, set-up and implement consultation, cooperation and internal reporting mechanisms and tools (steering committee, agenda & minutes of meeting, project report, etc)
• You establish with its partners an individualized activity assignation and budget allocation for each of the partner
• You represent the consortium toward the donor and therefore communicate with donor
2. Follow-up the operational implementation of the project in the framework of the consortium
• You ensure the activities of the program are implemented according to the approved donor and partnership agreements
• You ensure the project progress is effectively monitored through regular data collection, analysis of indicators and activities and documented with proper sources of verification
• You consolidate and follow the achievements within the framework of the project (activities, targets achievements, challenges and difficulties encountered)
3. Follow-up the logistics and financial implementation of the project in the framework of the consortium
• You ensure that each consortium members logistics and administrative policies are in accordance with donors rules and regulation
• You conduct regular finance and logistics meetings with consortium partners to ensure that spending are done according to budgets and purchases done according supply rules and regulation
• You consolidate and follow-up overall budget and financial follow-up
4. Manage the grants
• You develop a reporting schedule that is agreed by all consortium members which feeds into the external funder requirements and deadlines
• You collect and consolidate financial and narrative reports from consortium members for donor reporting.
• You manage and update the common consortium log frame, utilizing for reporting and ensuring complete information can be shared if requested by the donor
• You ensure external reporting for all the consortium members according to funder and HI requirements is respected by all according to agreed deadlines;
• You manage and negotiate any budget changes in accordance with donor and HI HQ criteria
• You coordinate and put in place a program capitalization system in collaboration with each focal point from each NGO
• You prepare documentation for any program modifications, including budget revisions, amendments or extensions. Ensure such changes are made in close consultation with the consortium partners.
• You develop and writes any new additional proposition of intervention related to the intervention in link with the consortium members
Context of the position:
The actual intervention context is characterized by important security issues and remote management modalities of intervention. Support teams on their knowledge of HI approaches, tools and methodologies and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.
REQUIRED PROFILE
• Diploma or University high degree in administration or HR
• Minimum 1 year experience in a similar position in INGO
• English mandatory (oral and written), Turkish would be an asset
• Ability to work under high pressure and emergency context
• Good knowledge of Excel software
• Good level of writing skills
• Excellent reactivity and flexibility in all circumstances
• High capacity to organize his/her work, and manage priorities
• Strong interpersonal and intercultural skills
