BO is operating to response for the needs and basic requirement of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic life standards to the affected population by delivering the humanitarian aid based on the needs.
Purpose
Finance Officer takes charge of the Organization’s financial health by administering accounting operations to meet legal requirements. Finance Officer is responsible for financial and administrative matters. He/she works under the supervision and in close coordination with the HQ Finance Department. He/she should also have excellent organizational skills and be able to handle time-sensitive tasks. Ultimately, he/she will be responsible for the day-to-day management of Bahar’s financial transactions and procedures.
Main Responsibilities
Role and Responsibilities
Treasury & Cash Follow-up
4 To manage the petty cash
4 To do daily physical inventory of the petty cash, and report any discrepancies to superior
4 To insure availability of cash at all the bases level and forecast any cash issue
4 To prepare and follow up the pay-outs and advances, within established guidelines
4 To prepare and validate any checks done at base level
4 To monitor due dates for payments of contracts
4 To organise the good process of regular payments
4 To guarantee security of the cash and confidentiality of information
Finance & Accounting Management
4 To check, before recording any entry, that the invoices are compliant with BAHAR’s regulations and procedures
4 To record all expenses in the excel books on a daily basis, and to properly fill in the information needed (date, accounting code, project, budget code, etc.)
4 To participate in the consolidation of budget follow-ups and cash forecasts at all the bases level
4 To prepare the weekly financial forecast of the all bases, compile it, and send it to the finance Manager for validation
4 To be in charge of the monthly closing, revision and accounts for the all bases
4 To issue vouchers, and to properly archive the invoices and Quick Book vouchers in dedicated files, as per the donors’ rules and regulations.
4 To collect all invoices exempted from the VAT
4 To issue a monthly With Holding Tax report
4 To prepare the bank reconciliation at the end of each month
4 To check and to be responsible for following up the program payments if applicable
4 To be responsible of the preparation of the annual closing documents for the base.
4 To be responsible for Update master budget
Audit and reporting
4 To assist in the preparation for the external and internal audit (donor and coordination visits)
4 Prepare the Monthly and quarterly report to the Donors
• The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.
Education, Experience and Skills
· University Degree in Business, Accounting or Economics or relevant education.
· At least 2 year of relevant experience in Humanitarian aid projects and complicated contexts.
· Good experience in accounting systems – Quick books
· English language proficiency: Advanced.
· MS-Office proficiency: Advanced.
· Good communication and social skills.
· Accurate, structured, flexible and responsible.
· Ability to transfer gained skills to other staff.
· Empathy with organizational vision, mission, goals and objectives; commitment to humanitarian principles and actions.
· Willingness to travel to location inside Syria.
· Willingness to work for extra hours as necessary.
· Position holder must be Turkish National.
