Knowledge / Qualifications and Education Requirements:
Preferred degree in humanitarianism, development, disaster management, NGO management or related subject | Masters is an advantage. Relevant experience may be considered.
General Work Experience:
5+ years of management experience with good leadership and supervisory skills to lead and motivate teams; coordinate group activities, ensuring that roles, policies and procedures within the team are clear. Has the flexibility to deal rapidly with numerous and often simultaneous problems in an effective manner. Patient and good communicator who can function in an organization employing a multi-national staff, and whose sites are geographically distributed in areas of the country difficult to access during certain periods of the year. Previous experience in a humanitarian setting is preferred, as well as experience implementing multi-sector programs in a field setting. Must have experience of managing office, teams and operations for large and diverse organization in a stressful environment.
Role Purpose:
The Deputy Country Director manages all aspects of the implementation and development of the programme and support functions to facilitate the implementation of the country strategy. Providing leadership, strategic direction, management and evaluation of all aspects of Syria Relief programs, the Deputy Country Director also plays a key role in external representation, legal compliance grant management, program coordination and team leadership.
Duties and Responsibilities
- Assist the CD in overseeing program implementation in consultation with relevant program and program support managers to ensure that programs objectives are met within the required time frames and budgets.
- Ensure country programs are implemented in line with donor proposals and requirements and in accordance with SR, donor, country and international standards e.g. Sphere and other international humanitarian standards.
- Manage all field offices and Field Office Managers, who will report directly to this position
- Support field managers in all aspects of finance, administrative, human resource and logistics management to ensure adherence to SR policies and procedures, donor requirements and country program strategy. This may require visits to field offices inside Syria.
· Hold regular meetings with Field staff to ensure information sharing, knowledge transfer and adequate planning are taking place.
- Assist the CD, in coordination of the senior managers, in developing and implementing policies, procedures and guidelines, as appropriate to enhance the smooth running of the programs.
- Assist the CD and other members of senior management team in building the capacity of SR staff in Turkey and inside Syria. Work with the Field Office Managers to plan, build capacity and build a strong harmonized field system of work.
- Work in coordination with Senior Management in preparing short and long term operational and strategic plans for the organization
- Work with the relevant Sector Manager(s) to ensure the integration of beneficiary participation and accountability in program activities.
- Represent SR at relevant meetings with government officials, contractors, other NGOs, etc., reporting back as applicable to staff, field managers and HQ.

§ Languages : Fluency in English and Arabic (reading, writing and communication) is essential
Knowledge of Turkish language is an asset.
