CARE International in Turkey is pleased to announce an opening for the position of Advocacy and Communications Advisor.
Job Summary:
CARE International in Turkey (CARE) is providing assistance to people affected by the Syria crisis both in Syria and in Turkey. CARE implements its programs through a combination of direct implementation and working through partners. The priority sectors for CARE are food security and livelihoods, WASH, Health and protection.
The conflict in Syria is now into its fifth year and communities affected by the crisis are in need of humanitarian assistance and well as support to develop their resilience to cope with the protracted nature of the conflict. CARE has therefore prioritized three strategic directions – this includes humanitarian assistance to communities affected by the conflict in Syria, resilience and livelihoods support to IDPs and host communities in areas of less active conflict in Syria and support to Syrian refugees in Turkey focusing on their basic needs and resilience.
The Advocacy and Communications Advisor will be a member of CARE Turkey’s Program Quality Unit, and will play a key role in leading country office level advocacy efforts on key issues that impact on the lives of Syrians affected by the crisis. In addition, this position will play a key role in communicating the impact of CARE’s work and giving voice to the people we serve, with a special focus on women and girls. The Advocacy and Communications Advisor will make a significant contribution towards raising the profile of CARE in Turkey and S/he will work closely with CARE’s Syria Regional Advocacy and Communications counterparts, to ensure consistent messaging and to feed into regional and global advocacy and communications initiatives.
Responsibilities and Tasks:

Act as the focal point at CARE Turkey for Advocacy on the Syria crisis
· Work closely with SMT and program team colleagues to develop messaging on key advocacy priorities, giving voice to the people we serve
· Develop CARE Turkey position papers for key issues related to the Syria crisis, including protection of civilians, access, impact of the conflict on hard to reach areas, impact of the crisis on women and girls
· Advice SMT and program staff on key local and regional advocacy issues that are discussed in regional and local fora
· Actively contribute towards joint NGO advocacy messages and position papers highlighting the perspective of and impact on women and girls
· Organize advocacy events at CO level with support from the SMT and other colleagues

Ensure the communication of CARE Turkey’s work to local, regional and global audiences
· Develop CARE Turkey communication strategy encompassing both the Inside Syria and refugee programs
· Systematically gather communications materials from the field and from program staff and partners including case studies, process documents, photos and videos
· Write case studies and other external communications pieces based on the information received from program teams, tailored to different target audiences (donors, public, media)
· Ensure all staff are aware of and follow the Syria Response communications protocols and procedures
· Develop talking points on key issues for engagement with internal and external audiences including for the media
· Develop glossy communication pieces tailored to suit specific internal and external audiences soliciting technical support as needed (content, design and layout)
· Contribute towards program design processes from an advocacy and communications perspective and ensure adequate resourcing for communications material
· Lead and coordinate media visits to the CO

Representation
· Participate in advocacy forums at CO level and regionally as appropriate and communicate CARE’s experience and position to a wider audience
· Represent CARE Turkey at donor meetings, high-level visits, UN meetings, government of Turkey coordination meetings and cluster and other coordination meetings such as the NGO Forum Advocacy Working Group, as appropriate
· Represent CARE Turkey at regional and global CARE meetings and workshops as relevant
Education/Training
Required
· Bachelor Degree in Development Studies, International Relations or other relevant field

· Formal training in communications and advocacy
· Master’s Degree in a related field
