Support to Life (STL) is an independent humanitarian agency working in the field of disaster risk reduction, disaster preparedness, and emergency response in Turkey and the surrounding region. With an emphasis on community participation, STL works at a grassroots level to build local capacity, mitigate the risks and impact of disasters, and support those in need in meeting their basic needs and rights.
In line with its mandate STL currently has the following main activities:
· Relief aid and protection for Syrian refugees: in response to the increasing number of refugees in Turkey, STL is supporting refugees living outside camps in the Turkish border area with a food security programme, and providing psychosocial support through the establishment of Community Centres;
· Child labour in seasonal agricultural work: STL has been working with at-risk children, sensitising farmers and raising awareness among the public in an effort to contribute to eliminating child labour;
· Civil Society Disaster Platform: in collaboration with partners, STL has launched a platform that will bring together civil society actors in sharing information and coordinating projects related to disaster management in Turkey.
Main Duties;
- Strategy and Program Development
· Contributes to the assessment, strategic development and practical revision of STL’s intervention, in collaboration with the Field Coordinator and the Protection Programme Advisor.
· Carries out needs assessments for the design of new project proposals.
· Writes project proposals for new projects, in collaboration with the Field Coordinator and the Protection Programme Advisor.
· Identifies gaps in the management of CC activities at the field level and undertakes action for their improvement.
- Project Management
· Makes work plans for CC activities, in line with project proposals.
· Oversees the budget management of allocated CC budgets.
· Coordinates and supervises CC activities, in line with established work plans.
· Ensures that data is duly recorded in the CC database and reporting is based on actual achievements.
· Reports to the Field Coordinator any problems arising during project implementation and provides recommendations for resolving those issues.
· Oversees the effective management of records, files, folders, and supportive documents of all implemented activities.
· Ensures synergy with other STL programs in the area of operation.
- Human resources management
· Ensures the day to day supervision and support of CC team members under his/her supervision; overseas general management of the CC team.
· Defines, with the support of the Field Coordinator and the Protection Programme Advisor, the HR needs of the CC team, its optimum formation, organization and decision-making channels (organisational chart).
· Defines, reviews and updates job descriptions of all staff placed under his/her direct supervision, and oversees that all CC staff have a correct and up-to-date job description.
· Ensures the recruitment of CC team members, and their orientation and mentoring as necessary and in line with STL policy.
· Undertakes evaluations of the staff under his/her direct supervision, in line with STL evaluation policy.
· Assesses training needs for the staff under his/her supervision.
· Identifies capacity and strengthen needs of CC-related staff, providing basic trainings to the CC team.
· Watches over the psychological well-being of team members within the framework of a duty of care and alerts the Field Coordinator/Syria Programme Coordinator/HR Coordinator in case special attention is needed.
· Plans for team building activities to ensure a good and positive working environment amongst all CC staff.
· Manages potential conflicts among CC team members, with the support of the Field Coordinator.
- Monitoring and reporting
· Ensures that a sound monitoring and evaluation plan is in place and followed up for all CC activities.
· Ensures that reporting guidelines, policy and procedures of STL and back donor are taken into consideration.
· Prepares and compiles bi-weekly, monthly and quarterly CC/progress/donor reports.
· Shares progress and relevant project related information with Field Coordinator & Program Manager through regular meetings.
- Emergency response
· Brings any potential emergency situations arising to the attention of the Field Coordinator.
· Supports, together with the Field Coordinator and Syria SMT, the strategic response to emergencies if needed.
· Participates in any emergency activity or exploratory visit if necessary.
- Security
· Maintains an awareness of the security situation in the project/affecting CC activities and communicates any relevant information to the Field Coordinator and Security Focal Point.
· Collaborates with the Security Focal Point and the Field Coordinator to ensure all relevant security protocols are incorporated in daily CC project management.
- Representation, networking and external communication
· Establishes contact and maintains communication with CC-related project stakeholders in the project region, as delegated by the Field Coordinator.
· Represents STL with stakeholders such as public authorities, local governments, INGOs, national NGOs, and others in the project region, as delegated by the Field Coordinator.
· Ensures that relevant information flow takes place from projects to STL Communication and Fundraising department for improving external communication, PR, and fundraising.
Person Specification
Education and training:
- Essential: University education or equivalent professional experience
- Desirable: Training in a relevant field such as political and social science, sociology, social work, youth work, psychology, health support, education
Languages:
· Fluency in English and Turkish (excellent written and spoken).
· Knowledge of Arabic is a distinct advantage
Experience:
- Minimum 2 years’ successful experience in project management, preferably in the field of humanitarian aid
- Experience working with protection-related projects (including STL’s key activities of psychosocial support, mental health, life skills/non-formal education and case management) essential
- Experience working within a community center is highly desirable
Knowledge:
- Sound knowledge of and skills team management and project cycle management essential
- Good knowledge of protection in the humanitarian context
- Understanding of the Syrian conflict, the context in south-east Turkey and issues (including protection related) affecting refugees
- Proficiency in common IT hardware/software (Word, PowerPoint, Excel, Access)
