Key Responsibilities and Accountabilities:
Accounting and Finance Management
· Ensures that the day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policy and procedures
· Review and account for procurement transactions to ensure adequate and compliant supporting documentation, accuracy of amounts and control over payments
· Suggest formats for financial reporting to aid financial statement users to better understand the contents of the reports for decision-making and strategic planning purposes
· Ensures the maintenance of accurate records of financial transactions of the field office in order to monitor financial status of all project activities
· Responsible for the management of the field site finance department to meet the financial reporting requirements of in-country management and Headquarters; This function includes ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all the users of the financial reports
· Directs the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements
· Prepare monthly and ad-hoc financial reports, analysis of accounts receivable and payable, budgeted vs actual analysis
· Coordinate efforts and assist internal audit department with ToT and audit questions.
· Prepare and inform country staff of key of allocation for rentals of premises and vehicles and allocation for international and national time and effort reporting.
· Liaise with the country accountant firm on tax, social security and other issues.
· Ensures all obligations toward Turkish authorities are paid on time.
· Maintains the system of accounts ensuring all accounting data are updated, reconciled and fully supported
· Provide technical support to country program and logistics
· Assist and or prepare budgets
· Present & facilitate review of actual to budget expenditures with Field Site Coordinator and Program Managers
· Provide recommendations for budget realignments as required
· Ensure compliance with internal and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation
· Any other task deemed necessary
Training/ Capacity Building
· Train supervised and other staff members to increase responsibilities to build capacity and ensure sustainability of programs
· Advocate and plan for professional development for national staff in finance
Working Relationships
· Maintain frequent communication with Field Site Coordinator and Finance Administrative Coordinator to ensure finance activities and objectives are communicated
· Work with program and logistics staff to ensure the coordination of programs are within budgeted targets
· Attend coordination and other meetings as required
· Liaise with national government and relevant agencies to ensure compliance with varying government regulations when necessary
Knowledge and Experience:
· Minimum of a college or university degree in Accounting or Business Administration; preferably a Master’s degree.
· Minimum 3-5 years managerial experience in a non-profit organization or equivalent experience, training and education
· Extensive experience in the administrative and financial management of overseas programs at the management level is an advantage
· Extensive experience in working with computerized accounting systems
· Comprehensive knowledge and working experience with USAID, EU, DfID and other donors is an advantage
· Strong writing and presentation skills
· Fluency in English and Turkish; Proficiency in Arabic is a plus
· Proven capabilities in leadership required
· Valid Turkish ID required
