Key Responsibilities and Accountabilities:

M&E system development Support

· Collaborate closely with Program staff and MEAL staff in developing and establishing M&E systems that serve the needs of the overall Turkey ERT program.

· Address shortfalls in monitoring, evaluation and information management that affect program implementation.

· Contribute to program design to ensure adherence to IMC’s standards, including the use of standardized indicators and documentation methodologies.

· Support MEAL department in development of databases for all programs by using available technologies including EXCEL and ODK Collect

· Support programs in developing their indicator plans and indicator tracking sheets and follow-up with program staff on regular basis

Focal point for MEAL Assistant and Field Assistants (FAs) reporting to Urfa office

· Communicate with MEAL Assistant and FAs on daily/weekly basis as needed regarding activities, security, location, information updates

· Develop work plans for and task manage FAs

· Debrief with FAs on regular basis according to debriefing guide

· Coordinate with MEAL Department to organize and conduct trainings for FAs

· Support M&E activities involving FAs, such as physical verification of assets, post distribution monitoring, data quality audits, surveys/assessments, etc.

· Support compilation of feedback received from field assistants

Focal point for accountability across sites

· Develop and facilitate trainings and workshops for staff on accountability

· Develop complaints and response mechanism, including system for systematically storing, maintaining, and responding to feedback

· Integrate feedback from FAs into accountability mechanisms across sectors

· Work with program teams to design, adapt, and implement other accountability mechanisms

· Compile overall accountability strategy in final document or report

Support for mobile data collection efforts

· Research data collection modalities including various software/hardware and data encryption options

· Support MEAL with data collection tool design and related efforts

· Support with training FAs and other enumerators on use of mobile phones

· Support with development and adherence to protocols on mobile data collection

· Support with survey design, logistics for survey enumeration, and debriefing with survey staff

· Use knowledge management platform developed on Google drive to communicate with FAs and maintain it

Monitoring and Learning Activities

· Follow up and supervise FAs to collect quality monitoring check lists of programs to be conducted quarterly and produce a draft report

· Frequently monitor health facilities, rehab canters and multi-service centers and identify problems and gaps

· Participate in a review meetings, workshops and capture lesson learned and innovative solutions

· conduct case studies and success stories

Miscellaneous

· Support any other needs of MEAL Department; including occasional data cleaning, data entry, data analysis

· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Knowledge and Experience:

· Bachelor’s degree in international relations, social sciences, economics, administration, or other related field

· Fluency in written and spoken Arabic

· Good report writing skills

· Excellent communication skills in written and spoken English

· Experience in data collection and analysis via quantitative and qualitative tools surveys preferred

· High proficiency in MS Word, Excel and PowerPoint required; experience with Access desirable

· Experience with data management and data analysis software (Stata, SPSS, Epi-Info, etc) desirable

· Experience of working with NGOs highly desirable

· Excellent interpersonal skills and ability to work in a multicultural setting

· Desire to learn, flexibility, willingness to ask questions

· Good time management skills, ability to multi-task and set priorities

· Valid passport and residency

· Adherence to IMC Code of Conduct and internationally accepted humanitarian principles
