Background:
Relief Experts Association -UDER (Yardim Uzmanlari Yardimlaşma ve Kalkinma Derneği) is a humanitarian organization registered in Turkey to provide multisector humanitarian assistance in Turkey and other countries. Relief Experts Association started its operations in Turkey and northern Syria in 2018 with focus on health and community support. Relief Experts Association main projects cover health, protection and livelihood in northwest Syria.
Essential Responsibilities
· Lead the process of preparing partner grant agreements;
· Provide advisory assistance to partner NGOs and assist in the review of grant and proposal submissions;
· Analyze and evaluate grant submissions for technical and budget soundness and compliance with UDER and donor regulations, recommending award actions to the contracting team;
· Oversee and support grant programming implementation by sub-grantees – ensuring timely and compliant implementation of grant activities, milestones, and deliverables;
· Lead regular coordination meetings with partners and follow-up on the implementation plan to ensure partners’ commitment to the project deliverables;
· Review project financial reports and follow-up with partners to address financial comments;
· Review regular partner narrative reports, prepare consolidated donor reports and collect success stories and visibility material with the support of the program team;
· Review project spending and ensure that spending is in line with the project and grant work plan;
· Support Finance and Logistics teams in conducting the necessary procurement under different grants, reviewing financial reports, tracking payments, and preparing donor reports;
· Work closely with Finance to prepare donor financial reports, BVA reports and project payments;
· Assist with the preparation of scheduled and special reports, studies and analyses regarding the small grants program implemented in the country;
· Ensure that all the UDER grantees have the relevant information for the grants assigned to them, including reporting dates and contract details.
Professional Qualifications:
· Bachelor's degree in business management and/or economics, health, or a relevant working experience;
· At least 3 years of experience in grant and subgrant management and implementation, preferably in Syria and Turkey;
· Experience working on health programs/projects in northwest Syria.
· Strong knowledge of the Syrian civil society and humanitarian context;
· Experience working with multiple donors in the Syrian context;
· Solid understanding of common NGO and donor regulations and procedures pertaining to grants management;
· Demonstrated ability to perform complex tasks and to prioritize multiple projects;
· Ability to analyze technical and financial proposals and prepare reports and recommendations on whether a grant is suitable to UDER or not;
· Ability to analyze budget line items for compliance with budget guideline;
· Speaking, writing and reading Arabic and English fluently.

Legal requirements
· Applicants must have a valid Turkish ID, a residency permit or a temporary protection status in Turkey. Having a previous or current work permit is an advantage.
