Senior Program Officer -Shelter

General Description of the Programme:

GOAL an International Humanitarian Organization has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Senior Program Officer is responsible of maintaining and ensuring the quality of Shelter activities implementation under the direct management of Shelter Coordinator. He/she will support the overall administration of the Shelter program, track program progress, ensure SOPs are adhered to, and prepare documents for approval.

Duties, objectives, and competencies

Technical responsibilities:

  • support of the implementation of projects and take the lead in technical issues in the projects.
  • Participate and support in the technical assessments and evaluations tools creation and processes facilitation.
  • Provide input into SOPs, MOUs, and tools while in the development stage.
  • Track the progress of each proposed shelter works from assessment to review to approval to tender to completion. Provide regular updates to Shelter teams and field management. Identify delays in process and recommend improvements.
  • Prepare documentation required by the procurement team for tendering, Including working with Program Managers to decide which works to combine in tenders, create and consolidate BoQs, and setting technical evaluation criteria for tenders.
  • Ensure shelter projects are implemented in line with donor proposals and requirements and in accordance with GOAL, donor, country, and international Engineering and humanitarian standards.
  • Participate in identifying best practices and lessons learned.

Reporting:

  • Regular reporting on project status and achievement levels and consolidate program-related information into program.
  • Provide inputs requested by the grants department related to the regular internal and external reports.
  • Work with the MEL department to ensure proper projects indicators tracking in the field and facilitate on-site monitoring activities.

Administration and Other Tasks:

  • Maintain the shared workspace for the Shelter team.
  • Ensure SOPs, MOUs and program tools are regularly reviewed, shared with stakeholders, and stored/filed appropriately.
  • Support the logistics activities of shelter staff, particularly in relation to the purchasing of supplies and equipment for the assigned shelter activities.
  • Develop and maintain appropriate, regular, transparent, and supportive communication structures with the Shelter Team, other teams in GOAL, GOAL senior Management, and other relevant stakeholders (e.g., UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.

Requirements (essential)

  • Bachelor’s in (Civil, Structural, Architectural, Mechanical, Electrical Engineering)

  • Minimum 4 years’ experience with an NGO, of those at least 2 years’ experience in shelter, Emergency, Infrastructure, CCCM or WASH programmes.

  • Fluency in both Arabic and English (written and spoken).

  • Good numerical, report writing and administration skills.

  • Advanced planning, assessment, and analytical skills desirable.

  • Knowledge and understanding of humanitarian standards.

  • Capacity to work under pressure and manage personal stress levels.

  • Ability to multitask with competing demands under tight deadlines.

  • Strong computer skills with competencies in Microsoft Office applications (including MS Word and Excel).

Requirements (desired)

  • Management expertise in a construction context; technical construction skills within humanitarian setting.
  • working knowledge of ‘housing, land and property (HLP) rights.
  • AutoCAD and other engineering software knowledge is an asset.
  • Good knowledge of PowerBI.
  • Training and facilitation skills
