OVERVIEW OF THE POSITION
In order to facilitate the reconstruction of post conflict Gaza, the Palestinian Authority (PA) requested to establish a Materials Monitoring Unit (MMU) to monitor the entry and use of dual use items in Gaza. The MMU is a multi-disciplinary team located in Gaza that monitors the supply chain of dual-use materials. This team of engineers, quantity surveyors, stock monitors and IT expert monitor the storage facilities, suppliers, concrete processing plants, as well as repair and constructions sites. The monitoring is managed through the Gaza Reconstruction and Materials Monitoring ERP called GRAMMS which is an online too, purpose built by our client to monitor the flow and use of dual-use materials. The Materials Monitoring Unit (MMU) is responsible for conducting site visits to potential vendors, contractors, concrete processing plants and construction projects to monitor the flow and use of dual use materials as required by the Gaza Reconstruction Mechanism. Data is collected through static and mobile devices and managed in a central databse capable of producing reports that satisfy the parties and donor due diligence requirements.
GENERAL FUNCTIONS
Role Objective:
§ The Senior International Monitoring Engineer will report to the Project Coordinator (PC) and the Deputy Project Coordinator (DPC) for ensuring that the project monitoring activities are aligned with the MMU objectives.
§ The International Senior Engineer is required to supervise, plan, support and provide direct advice for the Engineering monitoring activities of the MMU.
Expected Output:
§ Liaise with and establish an operational network with GRM approved Project Managers and Contractors local vendors to ensure compliance with GRM requisition, stockholding and usage and reporting requirements.
§ Advise, investigate and collect proof of any discrepancies within the use of approved GRM materials in the completion of approved GRM construction projects.
§ Ensure the full and proper implementation of MMU Engineering monitoring processes and procedures required under Gaza Reconstruction Mechanism (GRM).
§ Submit periodic reports to the MMU Senior Management Team investigate, collect proof to document any diversion/discrepancies of dual-use material.
§ Plan and coordinate the Engineering monitoring activities with the Senior International Stock Monitor.
§ Motivate International and National Team members and ensure the development of their competencies.
§ Respond to critical issues in a timely and decisive manner and operate independently with little to no direction.
§ Organize the team member(s) tasks with the Planning Supervisor on a daily basis.
Project Reporting
§ Conduct project audits.
§ Monitor International Engineers progress and abilities.
§ Monitor the MMU ERP (GRAMMS).
§ Supervise monitoring and progress reports from MMU Engineers.
Team Management
§ He/she will supervise multiple teams of International and National Monitoring Engineers.
ESSENTIAL EXPERIENCE
Education:
§ Master’s degree in a relevant discipline with a minimum of 9 years of demonstrable relevant large scale construction project management experience or Bachelor’s degree in Civil Engineering or relevant discipline with an additional 9 years of relevant work experience.
Other Qualifications:
§ Excellent IT skills in computer applications and programs related to the above duties including word processing, spreadsheets and bill of quantities, Word and Outlook.
§ Adept at understanding construction drawings and able to measure and take off information accurately.
§ Understanding of the inter-relationship between bills, specifications and drawings.
§ Understanding the importance of business procedures within a construction environment.
§ Understanding construction contracts in relation to projects and the relevance of sub contract terms and conditions.
§ Understanding of health & safety issues at work and on site.
§ Demonstrable experience supervising or assessment of large scale construction in a post conflict environment
§ Ability to work as part of a multi-disciplined, multi-cultural team.
§ Ability to communicate effectively with a range of people.
Geographical Experience:
§ Experience in construction management and methodologies in the Middle East with local experience in Palestinian Territories or Israel is an advantage.
Languages:
§ Fluency in English in a must
§ Arabic language in an advantage

§ Ability to plan work assignments, juggle competing demands and work under pressure of a frequent and tight internal and external deadlines with minimal direction and supervision.
Other Relevant Information:
§ The Senior International Monitoring Engineer must be mentally and physically fit.
§ The Senior International Monitoring Engineer must have a clean criminal record.
§ Has to wear PPE: Safety Hat, Boots, and High Viz when visiting the projects.
§ Valid driving license.
