General Description of the Program

GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable. GOAL was established in 1977 and is currently operational in 13 countries world-wide. GOAL has been working in northern Syria since 2013, responding to the acute needs of conflict-affected communities both through direct implementation and through partners, delivering food, non-food programming, water, sanitation and hygiene (WASH) services. GOAL has been contributing to the urban refugee responses in Turkey since 2016 with a focus on enabling access to health service and the protection services for vulnerable and marginalized asylum seekers in Turkey.

Job Purpose:

A compliance manager (CM) responsibility to keep the legal and ethical integrity of GOAL intact through policy enforcement and program planning. He/she makes sure all departments of GOAL are complying with the rules and regulations of the donors and GOAL. He/she will be responsible for keeping up to date with changing in the rules and the regulation of the donors and will be managing Compliance staff in Turkey and Syria and will work under the supervision of the Compliance Coordinator (CC).

Overview of the role

The CM has responsibility for the effective operation of the Compliance Department which has two broad mandates; advice and assurance.

  • Advice; the Compliance Department provides advice on donor and GOAL requirements throughout the project life cycle including partnership development and monitoring. Within the advice mandate the department designs and delivers training on GOAL and donor rules, regulations and policies to GOAL and implementing partner (IP) staff.
  • Assurance; the Compliance Department conducts regular reviews/audits of transactions of GOAL and Implementing Partners and documents any issues noted and relevant required action points to share with management.

The CM is expected to work with CC in order to ensure a culture of knowledge of donor rules and regulations as well as GOAL internal processes and policies ensure compliance with those rules/regulations, processes and policies throughout GOAL and GOAL’s implementing partners.

Primary Responsibilities:

  • Monitor applicable changes to requirements to mitigate risks and achieve compliance
  • Provide consultative advice to functional operating areas to aid in achieving compliance
  • Assist CC and works with the other Department and as appropriate to develop an effective compliance training program for GOALs’ staff and partners/sub-grantees,
  • Working with CC to identify Compliance Department objectives yearly plan and follow up on this plan with Compliance staff to ensure that this plan is well implemented.
  • Deliver appropriate introductory training for new employees as well as ongoing training for all employees and managers.
  • Develop plan with relevant department managers and staff in relation to corrective actions
  • Ensure that issues and action points arising from the compliance reviews are reported to relevant management and closed in a timely fashion
  • Collaborates with other departments (e.g., Internal Audit, HR, Procurement, etc.) to direct compliance issues raised in Bi-yearly reports to appropriate existing channels resolution.
  • Review the Bi-yearly reports process and make suggestions for improvement and make any necessary changes to the process.
  • Staff Management: working closely with CC to:
    • Set goals for the Compliance staff, and decide what work needs to be done to meet those goals
    • Divides the work into manageable activities and selects the appropriate methods to accomplish the tasks that need to be done.
    • Build the capacity of the staff through specific trainings about Donor regulations and Partnerships
    • Review Reports produced by Compliance team, provide written suggestions for revisions, ensuring adherence to quality standards and keeping a clear trail of review notes and edits
  • Ensure that all appropriate donor formats are available in-country and that key contributing staff have a clear understanding of donor requirements and expectations at the proposal, kick off, amendment, reporting, close out and audit stage of awards
  • Facilitating external audits as required.
  • Assist the CC in in preparing and Attending Grant Management Meetings (GMMs)
  • Respond to queries from field offices and country office and discuss critical issues with CC
  • Reviewing partnership funding agreements.
  • Identify Partnership capacity building on compliance issues (donor rules, Ethics & Compliance Policies, etc)
  • Work with program staff to ensure relevant donor requirements are effectively communicated and understood by implementing partners
  • Any other duties as requested by CC.

Requirements:

  • University graduate, background in, management, administration, finance or related field.
  • Knowledge of the requirements of the major donors and experience in reporting to donors (USAID, ECHO, DFID, ….)
  • At least 2 years Donors experience (audit or Donor experience strongly preferred)
  • Excellent computer skill in Microsoft Word, Microsoft Excel and other Microsoft office Programmes
  • Excellent English and Arabic (spoken and written), Turkish advantage
  • Ability to learn new systems and IT software quickly and effectively
  • Previous experience training others an advantage
  • Proven track record in management role
  • Good attention to detail and analytical skills
  • Ability to work independently on own initiative, assess risk and make plans accordingly
  • Prepared to work in insecure environments
  • Flexible and creative approach with a proven ability to resolve issues and identify solutions.
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.
  • Excellent communication skills while interacting with colleagues and partners.
  • Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
