The Country Manager Turkey manages the overall implementation of the Country Programme in Turkey and carries end responsibility for the targets set forth in the national annual plans.

(S)he represents SPARK towards the Turkish authorities. The Country Manager Turkey is also the project lead for the EU funded MTK II project.

The Turkey Country Manager reports to the Regional Programme Director for the Middle East. The CM is based in Ankara to ensure efficient cooperation with Government partners and various stakeholders.

The CM will travel regularly to Gaziantep as well as other locations in Turkey as required for staff management, administrative matters and partner liaison.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

  • Ensure that all projects in Turkey are implemented according to plan and within budget as per agreement with donors and partner organizations.
  • Quality control and oversight of all projects implemented in Turkey
  • Ensure coherence and efficiency in implementation of the Turkey country programme
  • Coordinate the Turkey Country Programme with relevant Government institutions, national and international partners
  • Manages all staff in the Turkey country team and ensure team operates efficiently. Supervise and assist staff in developing personal work plans and achieving individual targets. Promote on the job learning.
  • Ensure operations in Turkey are in line with local laws and regulations
  • Ensure Monitoring and Evaluation and Reporting of all projects in Turkey are delivered on time and provide oversight on quality and accuracy and are in line with donor requirements
  • Represent SPARK towards the Turkish authorities
  • Establish and maintain relationships with relevant stakeholders and cooperation partners working in Turkey
  • Ensure smooth progress of organizational and logistical matters linked to the projects;
  • Ensure budget adherence and project documentation related to the Country Programme according to internal procedures and donor requirements.
  • Represent SPARK in different stakeholder’s meetings.
  • Work closely with acquisition team on the development of new projects to expand the Turkey country programme
  • Provide input to donor reports as requested by the Regional Team.
  • Ensure a Security Plan for the Office is in place.
  • Promote SPARK values.
  • Work in compliance with SPARK policies and procedures.
  • Other tasks when required.

Requirements and Skills

  • Advanced academic degree in relevant discipline for international development, preferably related to (higher) education or entrepreneurship and business development issues.

  • Minimum 10 years’ experience in humanitarian and/or development aid.

  • Experience with large multi-donor development programmes.

  • Experience in managing teams with members of diverse backgrounds.

  • Experience with jobs creation, private sector cooperation and higher education

  • Native or bilingual proficiency in Turkish

  • Full professional proficiency in English
